The Planning Department has reviewed your Hillside Development Permit, application no. HDP 97- 05, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur untii the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the-date the application was initially filed, March 19, 1997, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. The application indicates that the Hillside Permit is for single family construction. Please submit the required elevations and floor plans for the structure to determine whether or not the proposed structure is consistent with the City’s hillside architectural guidelines. 2. Please provide the volume of cut and fill along with the total area of grading. These quantities are required to determine the acceptability of proposed grading. 3. Please submit an archaeological survey and report of the property (see issues item 4 below). Engineering: 1. Show Roadway design. This is item F.6 on the application (page 2) and technically should be shown. Adams street and Cove Drive should be shown in plan view and a cross section of each street should be included. There may be grading from these required improvements that could justify or help support the proposed hillside grading design. ISSUES OF CONCERN Planning: 1. In accordance with the Agua Hedionda Local Coastal Program and the Hillside Development Ordinance, the natural .landform should be retained where possible in the Hedionda Point area and grading should be limited to the area necessary to accomplish the proposed development. The proposed grading necessitates unnecessary grading into 25% slope areas to create manufactured slopes supported by retaining walls for the purpose of creating extended yard areas. Unnecessary slope/walls should be eliminated along the Adams Street frontage. To avoid unnecessary encroachment into 25% slopes in the rear yard area, please pull grading back to the 36’ existing contour line and reduce the size of the structure to enable a usable rear yard. This will eliminate the need for retaining walls and manufactured slopes beyond the 36’ elevation. 2. The landscape plan will be forwarded to the City’s Landscape Plancheck Consultant, Larry Black for review. The landscape plan appears to be lacking the necessary landscape zones and an estimate of the yearly amount of irrigation (supplemental) water required to maintain each zone. 3. For the purposes of environmental review, please specify which of thertwo alternatives the applicant intends to use to mitigate the biological impacts resulting from disturbance of the site. 4. The letter submitted from Dennis Gallegos does not specify -that”no:: additional archaeological investigation is necessary for the proposed site. If thedntent of the letter dated March 12, 1997 from Dennis Gallegos was tol inform staffr;that,no further .1 i . .. I .- " archaeological investigation of the property is necessary based on the findings of the archaeological survey performed for the Cade property, please have Mr. Gallegos submit a letter stating that the investigation done for site CA-SDI-14395 in which no significant artifacts were identified'and no further work was recommended applies to the subject parcel. Otherwise, an archaeological survey of the remainder of the property will be required which is in accordance with the City's Cultural Resource Guidelines. If significant resources are identified, the report must include recommended mitigation measures and these measures will be required as part of a mitigated negative declaration. 5. Adams Street is designated as a scenic roadway; therefore, the road frontage design and landscaping must be in conformance with City Standards and the Scenic Corridor Guidelines. Engineering: 1. The drainage design should be reconsidered. We recommend keeping the southwest knoll in its natural land formation and sheet flow minimal adjacent yard only. All other drainage should be directed to the southeast. If necessary the "bubble" type storm drain that you have proposed near Adams Street could be used. 2. The idea of concentrating drainage at the top of slope is not favored because a clogged inlet or pond could create slope failure. As mentioned above try to use the alternative directions to drain this project. Sheet flow away from slopes. 3. The proposed improvements to Adams Street are of great concern to the City. As we said last week the approved alignment plans ( Drawing 331 -5 ) are available for your Engineer to use in designing this roadway. Some of the alignment alternatives include a retaining wall system. This same retaining wall system could be extended to provide the support you also have requested in the plans submitted. 4. The proposed improvements on Cove Drive (sheet 2 of HDP) indicate that no sidewalk is to be constructed. The adjacent project (Cade) submitted a specific request to delete this improvement. The applicant should request a variance from City Standards. If he needs additional reference. on this issue look at page 15 of the City's Standards for Public Works Improvements. Also for reference , Cade's Variance was ESV 96-01. 5. The proposed improvements on Cove Drive should show necessary grading and if needed, retaining walls. The curb return or radius corner on Cove Drive should also be shown. I believe there is a fire hydrant at the corner also not shown. A redlined check print is attached. Please return this check print with the resubmittal of documents/plans for this project to facilitate further review. .. .
