This Environmental Information Form will be used to assist staff in determining what type of
environmental documentation (i.e., Environmental Impact Report, Mitigated Negative
Declaration, Negative Declaration or Exemption) will be required to be prepared for your
application, per the California Environmental Quality Act (CEQA) and Title 19 of Carlsbad's
Municipal Code. The clarity and accuracy of the information you provide is critical for purposes
of quickly determining the specific environmental effects of your project.
Any environmental studies (i.e., biological, cultural resource, traffic, noise) that are
necessary to substantiate a "no impact" or "yes impact" determination should be
submitted as an attachment to this Environmental Information Form. This is especially

Environmental Setting Description
To Whom It May Concern:
The current one acre property is vacant land with no structures. The property has
a gentle slope falling from the east and contouring down towards the west and is
suitable for building a single family residence. Surrounding area is composed of
other homes of similar character of various sizes and height, both single level
and 2 story/ 2 story plus basement configurations.
Topography of the general area is lushly planted hills nesting single family
residences. Please see the attached biological survey report by Helix
Environmental for a detailed description and supportive pictures of the project
and the surrounding area.

Subject: Biological Survey Results for the Padilla Residence Property

On February 20, 2008, I conducted a general biological survey on the Padilla
Residence property (property). A plant and animal species list was made and is
included in Attachment A. The property is an approximately one-acre single-
family lot located in the City of Carlsbad, California. Specifically, the property is
located at 2647 Marmo! Court (APN 215-491-02). The property is bordered by
developed land to the north, south, and east, with undeveloped land to the west.
Photos of the property are included in Attachment B.
Currently, the property supports non-narive grassland. The vegetation present is
dominated by non-native grasses and non-native forbs (Photo A). There are some
native sage scrub species present such as California buckwheat (Eriogonum
fasciculatum), California sagebrush (Artemisia californica), and goldenbush (Isocoma
menziesiz), but they are few in number, immature, sparse, and would not support
sage scrub dependant animal species (Photo B). There are more mature sage scrub
plants present along the northern boundary of the property (Photo C), but they
are interspersed with ornamental plants and are being irrigated (Photo D). These
sage scrub plants are considered to occur within the limits of the adjacent property
since there are no lot limits defined on the ground.

The biological survey letter, prepared by Kathy Pettigrew on February 28, 2008 for the lot at 2647 Marmol
Court (APN 215-491-02), states that the lot supports non-native grassland. I'm sending this e-mail to you to
clarify that the entire lot (100 percent) supported non-native grassland during the time of her field investigation
