in providing information about the location of hazardous materials release sites.

Section 65962.5 [referred to as the Cortese List] makes reference to the preparation of a "list,"
many changes have occurred related to web-based information access since [the amended
statute's effective date in] 1992 and this information is now largely available on the Internet sites
of the responsible organizations. Those requesting a copy of the Cortese "list" are now referred
directly to the appropriate information resources contained on the Internet web sites of the

SUMMARY BIOLOGICAL RESOURCES LETTER REPORT
Dear Mr. Manantan,
Project Name: Manantan 215-460-02-00

The following Summary Biological Resources Letter Report has been prepared by WRA at your
request.
PROJECT SETTING
The project site is an existing legal lot of approximately one-half acre located on Cazadero Drive
in the City of Carlsbad (APN 215-460-02-00; Figure 1). The site is proposed for the construction
of a single family residence. The property is bordered on three sides by similar but developed
residential properties and on the remaining side by a street. Across the street are more
developed residential properties.
The USGS coordinates of the site are approximately 33°06' 12. 95"E and 117° 14' 48.38'W
(Rancho Santa Fe 7.5 minute series USGS quadrangle).
METHODS
Prior to visiting the site, WRA Biologist Clara Laursen conducted online research to identify the
site's soils and nearby documented sensitive plants and animals. The United States Department
of Agriculture's Web Soil Survey provided a description of the site's soil, and the California
Department of Fish and Wildlife's California Natural Diversity Database (CNDDB) provided
documentation of reported occurrences of sensitive species in and near the project site.
To conduct an assessment of biological resources, a WRA biologist visited the project site on
May 2, 2016. The conditions for observation were excellent, with clear skies, no wind,
temperatures in the high 70s, and no impediments to visibility. The visit occurred during the
afternoon. A qualified biologist examined the entire project site by foot, recording all animal and
plant species present. Animals were identified by tracks, burrows, vocalizations, or direct
observation with the aid of binoculars.

RESULTS
At the time of the visit, brush management had recently occurred at the site.
Plants
There were indications that the entire site was dominated by nonnative wild oats (Avena
barbata), making it a non-native grassland vegetation community. The non-native grassland is
defined by the San Diego Association of Government's North County Multiple Habitat
Conservation Program (MHCP) consistent with the annual grassland series described in 6
Manual of California Vegetation (Sawyer and Keeler-Wolf, 1995). This is a grassland in which
annual and mostly non-native species comprise at least fifty percent of the vegetative cover.
Although non-native grasslands share some characteristics with disturbed land, the two can be
differentiated by the amount of vegetative cover present, soil surface disturbance and
compaction, and the presence of legal building foundations and debris. To meet the criteria for
disturbed land, vegetated cover must not exceed 10 percent of the surface area. Since the
vegetated cover at the property was near 1 00%, the site was described as non-native
grassland. In some locations a non-native grassland vegetation community can serve as a
resource for raptor foraging, it may support sensitive plant species, and it can sometimes
function as a habitat linkage.
A few other remains of nonnative plants could be found: nasturtium (Tropaeolum majus), fennel
(Foeniculum vulgare), ox tongue (Helminthotheca echioides), asparagus smilax (Asparagus
asparagoides), musk stork's bill (Erodium moschatum), and wild radish (Raphanus
raphanistrum). A few scattered stumps that had been cut remained on the site. Identification of
these stumps was not possible. No evidence of native plants was found. The Web Soil Survey
revealed that the site's soils consist of Exchequer rocky silt loam, with slopes of 9 to 30 percent.
Animals
One California ground squirrel (Spermophilus beechey1) burrow was found on the property, and
a few native birds flew over the property. The observed birds were a Cooper's hawk (Accipiter
cooperii), several spotted towhees (Pipilo macu/atus), a scrub jay (Aphelocoma californica), and
an unidentified hummingbird. Several mourning cloak butterflies (Nympha/is antiopa) crossed
the site as well.
Sensitive Species
No sensitive species or habitat for those species was found including City of Carlsbad narrow
endemic species. None were documented on the site by the California Natural Diversity
Database, though seven sensitive species have been documented by the database within a
mile of the project site.
PROJECT IMPACTS
The City of Carlsbad's Habitat Management Plan (HMP), a subarea plan of the San Diego
MHCP, provides a comprehensive framework and guidelines for the preservation of sensitive
habitats and species. In addition, the issuance of discretionary permits must meet requirements
under the California Environmental Quality Act.
Compliance with the Habitat Management Plan
The project site does not occur within an HMP Core area, Linkage, Proposed or Existing
Hardline Conservation Area, Proposed Standards Area or MHCP Core Area. The lot occurs in
the city's Vegetation Map (in the HMP) within the Urban/Disturbed category. The site survey
found that the lot supported a non-native grassland vegetation community (Figure 2). The
project site at the time of the visit is not known to support sensitive species.
In order to prevent any potential offsite impacts, it is recommended that Best Management
Practices be taken to prevent runoff from entering adjacent parcels or drainage areas.
Development of the site will not result in any adjacent impacts from fire abatement efforts, as all
adjacent parcels are already developed.
CONCLUSIONS
The project site is a disturbed "infill" lot located within a highly developed area. Because it is
surrounded on all sides by dense residential development, it is not likely to function as a
corridor. No sensitive species were found within the site during this post vegetation-clearing
visit, nor were any documented as occurring on the site by CNDDB.
