Re: City of Carlsbad Local Coastal Program (LCP) Amendment #1-2001
Dear Mr. Munoz:
The above-referenced LCP amendment was submitted to this office on April 20,2001. It
consists of five amendments to the certified LCP implementation program (Sign
Ordinance, Tabata rezone, College Business Park specific plan revisions, Carlsbad Blvd.
rezones, Buerger rezone). However, the submittal is incomplete, and several items must
be submitted before the amendment can be filed and scheduled for Commission action.
They are: __
1 .) Provide two more copies of the LCP submittal. Please provide three copies
with the initial submittal in the future to avoid delays in our review.
2.) Sign - Ordinance. This amendment would amend the City’s Sign Ordinance
and Sign Code (Chapters 21.41 and 18.20 of the Carlsbad Municipal Code) to
provide sign standards for the City’s office/industrial zones (Le., C-M, M and P-
M zones). We believe revisions to the sign ordinance and the sign code have
occurred since the Coastal Commission’s original approval of the Carlsbad
Municipal Code in 1981 in addition to those proposed in this package. Therefore,
please provide a strikeout /underline version of the ordinance indicating the
changes that have occurred since certification and evidence these changes were
processed as LCP amendments through the City. If they were not processed
through the City as LCP amendments, then re-noticing will have to occur with
subsequent submittal to the Commission. Additionally, please provide the City
Council minutes for the revisions.
3.) College Business Park. Within the Coastal zone, this amendment proposes to
amend the College Business Park Specific Plan document within the P-M zone to
be consistent with the above new sign ordinance and the existing parking
ordinance. The amendment would delete the sign and graphic standards
contained in the specific plan and require the above proposed signage
requirements. Because this amendment relies upon the approval of the sign
ordinance amendment, it can not go forward until the information for the sign

4. Tabata. Please provide the City Council minutes.
- 5. Carlsbad Blvd. zone changes.
This amendment changes the zoning for two contiguous properties from General
Commercial (C-2) to Multiple Family Residential (R-3) on property adjacent to a
major coastal access route. The C-2 zone allows office retail, and service uses
such as restaurants and gas station along with auto repair and bars and car washes,
The existing LCP designation is Residential High Density for both sites. Since
the amendment would allow conversion of existing commercial uses to
residential, has there been a recent analysis of the adequacy of commercial
visitor-serving uses in the City? If so, please provide it.
- 6. Buerger. This amendment changes the zoning for a 5-acre site from Limited
Control to a Single Family Residential. Since it would allow conversion of a site
that contains sensitive resources to residential uses, please provide the Biological
survey of the site, identified fire suppression plan, any Resource Agency approval
letters; the City of Carlsbad Staff Report, City Council minutes and exhibits of
existing and proposed changes.

The submittal involves an amendment to the implementation plan of the certified LCP;
the amendment is a "Major" amendment. When all required information is received,
reviewed by staff and found to be adequate to analyze the amendment, the Coastal
Commission has 60 days to review an implementation plan amendment. Please call me if
