LCPA BATCH #1- 2002 - INCOMPLETE APPLICATION DETERMINATION
Attached is a copy of the letter I received on March 12, 2002, from Coastal Commission staff,
which outlines the incomplete items related to the City’s submittal of Local Coastal Program
Amendments of February 25,2002.
Unless directed otherwise, I would be willing to receive the needed items from each planner and
make a unified resubmittal with a cover letter. The processing of our batch will not begin until
all noted items are submitted.

Dear Mr. Munor
The above-referenced LCP Amendment was submitted to this office on February 25,2002. It consists
of four components as referred to above. Staff has reviewed the submittal and has identified several
items which must be submitted before the amendment request can be filed and scheduled for
Commission action. The additional submittal requirements include:

Minutes of the Council hearing for the Planned Development Ordinance;
Speaker slips and comment letters for all components;
Vegetation survey and slope analysis for the properties addressed in the LCP amendments
involving conversion of LC zoned properties to residential zoning;
Analysis of consistency with the habitat core and linkage areas identied in the City of
Carlsbad draft Habitat Management Plan for the LCP amendments involving conversion of LC
zoned properties to residential zoning;
These submittal deficiencies have been identified based on review of the proposed amendment to
date. Submittal of this information may result in additional questions and infonation requirements.
Upon submittal of all necessary information, the LCP amendment will be filed as complete and
