SUMMARY OF AMENDMENT PROPOSAL
An amendment to the Mello II segment zoning map to change the land use des-
ignation of a 2.027 acre property from Limited Control (L-C) to One Family Resi-
dential with a Qualified Development Overlay Zone (R-l-7,500-Q) to maintain
consistency between the Local Coastal Program and the City’s zoning map. The
property is located at the west side of Black Rail Road, south of Poinsettia Lane
and north of Aviara Parkway.

AMENDMENTS RELATIONSHIP TO AND EFFECT ON OTHER SECTIONS OF
THE PREVIOUSLY CERTIFIED LCP
Since the proposed LCP amendment involves only a rezone within the Mello II
segment, and that rezone would bring the zoning of the property into confor-
mance with the existing land use designation of Residential Low-Medium Density
(RLM), the amendment will have no effect on other sections of the previously
certified LCP.
4. ZONING MEASURES THAT WILL IMPLEMENT THE LCPA
The proposed LCP involves a rezone from L-C to R-1-7,500-Q, therefore the
zoning measures that will implement the proposed LCP are contained in the ex-
isting implementing ordinances for the R-1 , Q-Overlay zoning designation (Chap-
ters 21.06 and 21.1 0 of the Zoning Ordinance).
5. AFFECT ON PUBLIC ACCESS
The Lynn property site is located approximately one mile from Batiquitos Lagoon
and two and one half miles from the Pacific Ocean; therefore no shoreline ac-
cess provisions apply.
6. ANALYSIS OF POTENTIALLY SIGNIFICANT ADVERSE CUMULATIVE
IMPACTS ON COASTAL RESOURCES
The Lynn property is designated for residential development in the Mello II Land
Use Plan. The site is not designated as a Prime or Non-prime Agricultural Land.
All future grading for the proposed single-family development will conform to City
of Carlsbad standards thereby ensuring that no adverse impacts due to erosion
would be created. Therefore, the proposed LCPA will have no significant ad-
verse cumulative impacts on coastal resources.
8. SUMMARY OF MEASURES TO ENSURE BOTH PUBLIC AND AGENCY

The Local Coastal Program Amendment was duly noticed for the required six-
week review period, from March 22, 2001 to May 3, 2001 and no comments
were received. The proposed amendment was also reviewed through duly no-
ticed public hearings before the Planning Commission and City Council:
