11. CARLSBAD LCP AMENDMENT NO. 2-2002
The revision currently proposed by the City of Carlsbad applies to planning area 32 of the
Aviara Master Plan (Pacific Rim Park Site), which is a component of the Mello II LCP
segment, and is de minimis in nature. The change increases the maximum height allowed
for a park building from 18 feet to 32 feet and 3 inches, consistent with conditional use
permit (CUP) 01-22 approved by the City Council in February 2002. The proposed 1 modification to the Aviara Master Plan will apply only to planning area 32 of the park
site, and will not alter other development restrictions on the site or affect existing height
limits for other parks or open space within the City. However, an LCP amendment is
required because the change is being made to the Aviara Master Plan, which is part of the
certified LCP.
The Executive Director has determined that the revision currently proposed by the City is
de minimus in nature. The change does not change land uses within the coastal zone, has

Act. The proposed modification to the Aviara Master Plan will not allow any type of
development or land use which is different than that currently allowed in the certified
LCP Mello I land use plan. This item will be reported to the Coastal Commission at the
time and place listed above. If three or more Commissioners object to the Executive
Director’s determination that the proposed amendment is de minimis, the matter shall be
set for public hearing at a later date. Questions regarding the report or hearing should be
