TRANSMITTAL OF HMP MATERIALS FOR YOUR REVIEW
Enclosed for your review are several draft documents relating to the City of Carlsbad’s
Habitat Management Plan (HMP). Enclosed are:
A draft response to comments packet addressing the first Federal Register
Notice in June 2000. The packet includes copies of the comment letters, a
listing of the issues cited, and the City’s draft responses.
A revised draft Implementation Agreement. The previous draft agreement was
very far along in the review process when we were interrupted in June 2000.
The revised draft has utilized the previous draft to a large extent, but with the
inclusion of provisions from the Chula Vista agreement dealing with Changed
and Unforeseen Circumstances and related matters. The agreement has also
been updated overall and sections have been renumbered as needed.
Additional text is underlined and deleted text is shown with strikeout. These are
the only revisions being proposed to the June 2000 draft. A Table of Contents
for the Chula Vista agreement has been included to facilitate your comparison
between the two documents.
We are continuing to work on some related documents which we will forward to you
soon. These are:
0 A possible third addendum to the HMP to incorporate changes made since
December 2002, when Addendum #2 was published. This would include any
additional changes proposed by the Coastal Commission and any additional
hardline preserve boundaries agreed to in the coastal zone.

0 Environmental documentation which we expect to include an addendum to the
EIWEIS for the MHCP. The addendum will address the revised Implementation
Agreement as well as the possible Addendum #3 to the HMP.
