Dossey and Associates visited the Tabata property (AI" 2 14- 170-54 & 2 14-1 70-72) to
assess the site for presence of native habitat. The site was visited on January 8,2003 by
a biologist, Rod Dossey.
The Tabata property consists of two adjacent parcels located within the City of Carlsbad.
They are bounded by an existing residential development to the north, Poinsettia Lane to
the south and already planned and approved residential projects to the east and west.
Currently there is a single family residence located on the property which is the current
residence for the Tabata family. There is also associated landscaping with the house.
The remainder of the site consists mostly of exotic grassland, without any native
components at all. A slope in the southeast corner of the property has been landscaped
with eucalyptus trees and acacias. Along the northern boundary of the property is a
paved access road and an adjoining manufactured slope which supports ruderal
vegetation including a handful of native ruderal plants. There is nothing remaining on
these properties which could be considered native habitat. There isn't any potential
wetlands or waters of the US located at or adjacent to this property either.
There is no potential for sensitive biological resources at this site, due to the lack of
connectivity with other habitats and the partially developed state of the property.

Dear Mr. Boeker:
This is to confirm that based upon information provided by Pasco Engineering, Inc. on December
3 1 , 2002, regarding the above-described property, and subsquent field investigation by
Commission staff on January 13,2003, we agree that the-subject property currently does not
contain any significant environmentally sensitive habitat. In 2002, neighboring parcels were
rezoned through an amendment to the City of Carlsbad’s local coastal program (LCP). Biological
survey information submitted for that LCP amendment (Thompson-Tabata, LCPA 1 -2002D)
indicated the presence of environmentally sensitive habitat on the east side of the Thompson-
Tabata site; however, these areas are not adjacent to the Tabata Family property and no impacts.
would be expected as a result of the Tabata Family property’s development. Therefore,
Commission staff would not request development area limitations on the Tabata Family property
in order to preserve habitat, or recommend standards for onsite habitat protection. Future
development of the site will remain subject to the provisions of the City’s LCP, and all other
applicable City regulations and permit requirements. Prior to development approval, an LCP
amendment may be necessary, as well as updated biological information.

The followinP standards are intended to be Puidelines for develoDment and habitat Dreservation. bused
