Re: Aviara Resort/Coastal Commission Staff meeting minutes from Nov. 20, 1995
Dear Bill:
Enclosed please find a copy of the minutes produced from our consultation meeting facilitated by the California Office of Permit Assistance last Monday. Thank you for your assistance in processing the amendment application as it relates specifically to the resort.
As you can see from the minutes, Hillman's current understanding is that we have no outstanding issues on the resort itself. If anything unexpected does come up in the next couple of days leading up to the hearing please contact Paul Klukas or me immediately and we will, as always, be happy to help answer any questions you may have.
Hillman would of course hope to resolve any other LCPA issues related to other Aviara Properties as soon as possible.

Meeting Minutes November 20, 1995 California Coastal Commission Staff
A consultation meeting, facilitated by the California Office of Permit Assistance, was held at 1O:OO a.m. on the date above at the offices of the California Coastal Commission in San Diego, California. The following is a summary of the issues discussed at that meeting.

1. The synchronization of both the LCPA
amendment and the permit approval for
the same hearing date in December 1995 was confirmed by Coastal Staff.
None
2. Coastal Staff reported that the City of coastal staff
Carlsbad has combined a number of other issues into the proposal LCPA which do not
relate to the resort, but rather relate to other portions of the master planned community. See items 3 through 7 below. Coastal Commission
Staff agreed that they would consult with the City of Carlsbad relative to separating these issues from the Resort amendment within the hearing agenda so as not to complicate approval by the Commission of any given issue.
Other Aviara Master Planned Community Issues
3. Phase II Trail Alignment - issues of realignment previously approved by City of Carlsbad were discussed at length. Hillman indicated that the original alignment was inappropriate for (1) safety,
(2) topographical and (3) habitat disturbance reasons. Realignment approval could effect timing of occupancy for PA 27 (Coscan Davidson) single family homes. Additional time seem necessary to further review by
both Coastal Staff and Hillman to find a resolution.

Deborah Lee suggested that a bifurcation of the trail coastal staff
alignment issue to segregate out the "trail head" alignment within PA 27 only might be appropriate so as not to jeopardize PA 27 occupancy while broader Phase II alignment issues are refined.
Planning Area 7 Trail Realignment - Realignments also
previously approved by City of Carlsbad. Hillman
indicated that original alignment was inappropriate for safety reasons and that a route placing the trail
closer to the Aviara Oaks School, facilitating school access to the trail, were reasons for realignment. Coastal Staff
to review further.
Coastal Staff
Setback issues on PA 13 - Coastal Staff reported no
issues or problems with this matter.

Height issues on PA 15 - Coastal Staff reported no
issues or problems with this matter.
None
Ongoing height issues on PA 28 - Staff acknowledged coastal staff
that they had reviewed the two story building issue as it related to the analysis of impact from across
the lagoon (on La Costa Avenue). However, they would
like to review the matter further to verify no impact of the two story buildings on the North lagoon trail experience.

No outstanding issues on the Resort amendment exist per Coastal Staff. Staff did ask for a further explanation of how the shared parking program between Hotel, Sports Club
& Golf Club is addressed in the parking study. An
explanation was provided and discussed at length in
the meeting.
