I have received and reviewed your letter, dated September 8, 1992, regarding the proposed LCP amendment for Whitey's Landing. I have also discussed the
letter with Chuck Damm and Bill Ponder in this office.
Although I would not disagree with the general statements in your chronology of events, I do believe they are misleading by way of omission. In
particular, while I did indicate, at the 1/16/91 meeting, that my
recornmendation in-house would be to support the proposed land use change, I
believe I also indicated I would be confirming it with Chuck Damm. In either
case, Chuck, Bill and I met to review the matter soon thereafter and it was
decided that this office would not support the land use redesignation given
the priority use considerations on a waterfront location. I directed Bill to communicate the meeting results to your office and he states he did so.
In addition, while we indicated that the provision of replacement boat launch facilities on the south shore of Agua Hedionda would resolve the issue, the letter from the Carlsbad Parks and Recreation Department also elicited a response from this office.
