SUBJECT LOCAL COASTAL PROGRAM AMENDMENT APPLICATIONS
Dear Deborah:
Enclosed are three completed applications for Local Coastal Program Amendments in the
City of Carlsbad. The City has completed its discretionary review process on each. The
three applications are as follows:

LCPA 91-1 - EVANS POINT
An amendment to the Mello I1 Segment of the Carlsbad Local Coastal Plan from
Planned Community (PC) on 128.1 acres to Low-Medium Density Residential
(RLM) on 68.7 acres and Open Space (OS) on 59.4 acres. Also proposed is a Zone Change from L-C (Limited Control) to R-1 (One-Family Residential) on 68.7
acres and OS (Open Space) on 59.4 acres. The property is located on the south
westerly side of El Camino Real between the future extension of Cannon Road and
existing Camino Hills Drive.
LCPA 90-4 - LAGUNA POINT
Change of land use designation from Recreational Commercial (RC) to Residential
Low-Medium density (RLM) on a 1.1 2 acre parcel on the northern shore of Agua
Hedionda Lagoon, within the Agua Hedionda segment of the LCP.
MP 177 (F) - AVIARA BUILDING HEIGHT
Amendment to the Aviara master plan text (implementing ordinance) of the Mello
I and East Batiquitos Lagoon Local Coastal Programs to redefine building height
in Planning Areas 13 and 28 to provide consistency with recent Municipal Code
amendments.
