This application was for a General Plan Amendment and Local Coastal Plan Amendment for a 1.12 acre parcel on the north side of Agua Hedionda Lagoon off Adams Avenue. Our client is proposing to change the designation of this site from RC, Recreational Commercial, to RM, Residential Medium. We are aware that the Growth Management Ordinance requires a vote of the Citizens to increase density within Carlsbad. However we are proposing to process this amendment per the recently approved City Council Policy dealing with the allocation of excess dwelling units within a quadrant. Section 5 of that policy is especially applicable to this project. As we have discussed in the letter attached to our submittal we believe that four residential units on this property would have far less impact then would any recreational use permitted by the site's existing Recreational Commercial designation. It is our understanding that there are excess dwelling units in the Northeast quadrant. During our previous conversations with you, you indicated that the Planning Department would not require a vote of the citizens for a General Plan Amendment on this site that would permit the ultimate development of a 4 unit residential project that woulti be compatible with the surrounding residential development. If I have misstated anything or you disagree with any thing in this letter please contact me immediately.
