SUBJECT: Agua Hedionda Lagoon - Local Coastal Plan Amendment For Whitey’s Landing
Dear Deborah:
Per our recent telephone conversation, this letter is written to give a chronological history of the
meetings, studies and surveys which have occurred concerning the proposed land use change at the
Whitey’s Landing site. There seems to be some confusion as to the sequence of events which has
OCCUK~ over the past two years of negotiations between our client, City staff and Coastal
Commission staff which I hope this letter clarifies.
Laguna Associates has been processing a General Plan Amendment, Zone Change and Local Coastal
Plan Amendment on 1.12 acres of the Whitey’s Landing site for over two years. During that time,
several meetings have occurred between our client and both the City of Carlsbad Planning
Department Staff and the Coastal Commission Staff. Also, several studies and surveys have been
completed to help justify the proposed land use changes. The following provides a chronological
history of the project based all the meeting notes taken by HPA and the combined meeting notes
taken be HPA and the City of Carlsbad for the meeting of January 16, 1991.
January 30, 1990 - Meeting with Coastal Commission Staff
In Attendance:

Change in land use of 1.12 acres at Whitey’s Landing from RC
(Recreation Commercial) to residential.

Survey information sent to Paul Webb.
Findings showed that less than four tenths of one percent of the RC
area within the Coastal Zone of the City of Carlsbad would be affected
by a change in land use of the 1.12 acre site at Whitey’s Landing.

Issues:
1) Previous LCPA states that Whitey’s Landing is no longer designated for boat launching facilities.
2) Planning Department would not want lose future recreational
commercial opportunities at this site.
Meeting with the City of Carlsbad
In Attendance:

Steve Brendle and George Norit - Laguna Associates
Bill Hofman and Stan Weiler - Hofman Planning Associates

Issues:
1) There was discussion regarding staff reliance on the Coastal
Commission staff for direction. If Coastal Commission staff supported
the change, then the City would support the change. There was a

It was determined that the applicant must gain Coastal Commission
staff support before the City would support the proposed change.
There was the suggestion that support of the local residents would also
help.

November 2, 1990 - Survey Letters Sent to Adjacent Residents to Determine Support of General
87% of those responding supported a land use change to
residential.

November 13, 1990 Meeting with Coastal Commission Staff
In Attendance:

Bill Hofman and Mike Howes - Hofman Planning Associates
Traffic issues were discussed. Specifically the capacity and future
width of Adams.
There was discussion regarding plans for future water oriented
recreation commercial facilities adjacent to the Lagoon, the LCP
amendment at Snug Harbor, and the viability of Whitey's Landing
supporting a recreational commercial use.
The meeting concluded that additional information was needed to
justify a change in land use. The above mentioned issues must be
addressed.

January 8, 1991 - Letter of justification was sent to Deborah which addressed all the concerns
identified at the November 13, 1990 meeting.
January 16, 1991 - Meeting with Coastal Commission Staff
In Attendance:

Mike Howes and Stan Weiler - Hofman Planning Associates
Summary of documents and research conducted which justifies change
in land use.
Deborah agreed that there is a current land use compatibility problem
with the current land use.
Deborah had concerns with the provision of future boat launch
facilities. She requested additional information regarding future boat
launch facilities.
Deborah did not have any major concerns with the proposed density.
She did state her concerns with regards to the height of the roof tops
and land form modification.

she could support the proposed change. She did state that the Coastal
Commissioners may not support the change.

January 28, 1991 - Letter sent to Deborah Lee from Mark Steyaert of the Carlsbad Parks and
Recreation Department. The letter stated that boat launch facilities are
identified in the Macario Park Master Plan to be located on the south shore
of Agua Hedionda Lagoon.
May 29, 1991 - Planning Commission Approved GPA 90-2/LCPA 90-4/ZC 9 1-8

April/May 1992 - The Planning Department submitted to the Coastal Commission'a request for
a Major Amendment to the City of Carlsbad's Local Coastal Program.
July 28, 1992 - Coastal Commission staff recommends for a denial of an amendment to the
Agua Hedionda Land Use Plan at whitey's Landing.
August 8, 1992 - HPA prepared Information Packet For Coastal Commissioners
August 11, 1992 - Coastal Commission hearing for Major Amendment 1-92 to the City of
Carlsbad Local Coastal Program is continued.
August 24, 1992 - Meeting Between City of Carlsbad Staff and Coastal Commission Staff.
In Attendance:

Planning Department Staff indicated their understanding that Coastal
Staff was in agreement with land use change prior to approval of GPA
90-2. Coastal Staf'f indicated that they were not in agreement with land use
change. They indicated that they strongly could not support land use
change and that RC land is sacred. Coastal staff did indicate that they
currently agree that there is a land use compatibility issue.
Coastal Commission hearing will be continued until November 1992.
The hearing will be held in Marina Del Rey.

As you know, we are concerned with the latest recommendation of denial from the Coastal
Commission staff regarding the land use change for 1.12 acres of Whitey's Landing. It is our
understanding, as well as the City of Carlsbad's, that the Coastal Commission staff would support
the land use change. My hope is that based on this chronological history of the project and the new
information regarding lagoon usage provided by the City staff, you will reevaluate this project more
favorably.
