CA 92ioa-1725 (619) 521-ao36 June 15, 1995 Grace Manues 400 North, The Strand, #14 Oceanside, CA 92054 Re: Status of Coastal Development Permit Amendment appl icatlon #6-93-34A2 (Realignment of Carlsbad Ranch Trail) Dear Ms. Manues, The purpose of this letter is.to give you the status of the above referenced permit amendment application you submitted to change the alignment of a public trail approved in Local Coastal Program Amendment (LCPA) #1-93, which amended the certified Mello I1 LCP segment by approving the Carlsbad Ranch Specific Plan. As approved in LCPA #1-93, such a change requires a local coastal program amendment. Due to the nature of the specific plan, the realignment and redesign of the public trail will precipitate land use changes (i.e., agricultural land use reconfiguration) that must be reviewed as a major LCP amendment. Since the changed alignment would involve land use redesignations, it is also necessary to have the LCP amendment acted on first before we could recommend approval of the related permit amendment. Therefore, no further action will be taken on the permit amendment request at this time. The permit amendment application (CDP #6-93-34A2) will not be complete and suitable for processing until a LCPA is approved by the Commission.
