SUBJECT: REVISED APPLICATION FOR LOCAL COASTAL PROGRAM AMENDMENT
#95-01 - DEVELOPMENT AGREEMENTS (LCPA 94-01) AND THE CARLSBAD
RANCH J?LOWER FIELD TRAIL REALIGNMENT (LCPA 90-08(A)
Dear Deborah:
Enclosed is the City of Carlsbad‘s revised application to amend it’s Local Coastal Program. The
amendment includes adding the Development Agreements Chapter of the Zoning Ordinance to the
implementation plan for the City’s Local Coastal Program. This proposed Local Coastal Program
Amendment (LCPA) will ensure consistency between the City’s amended Zoning Ordinance and the
LCP. I have obtained the necessary authorization for submittal of this chapter as you requested in
your April 25, 1995 letter (copy attached). The Carlsbad City Council approved submittal of the
entire Development Agreements Chapter at a noticed public hearing held on August 15,1995. The
support documentation specified on the application checklist is enclosed.

Also enclosed is a LCPA application for the Carlsbad Ranch Specific Plan Flower Field Trail
Realignment. The City provided a 6 week public notice for this Minor LCPA and Minor Specific
Plan Amendment. The Planning Director has approved this proposal subject to approval by your
agency as required by the Specific Plan. The process for this amendment is thc same as was
previously utilized to adjust lot and street locations associated with the site for the Gemological
Institute of America.
The City is requesting that these two LCPA applications be grouped together for purposes of
determining the number of amendments proposed. Should you need additional information or have

SUMMARY OF AMENDMENT PROPOSAL
The proposed LCP Amendment is to revise the pedestrian trail through the flower fields
required in the approved Carlsbad Ranch Specific Plan. The amendment includes
modifying the alignment and width of the pedestrian trail to correspond to the existing
agricultural road, eliminating proposed non-agricultural landscaping, reducing the
viewpoint at what was previously the eastern terminus of the trail to be consistent in size
with the other viewpoints along Armada Drive, and adding an alternative access point
north of the new alignment.

3. AMENDMENTS RELATIONSHIP TO AND EFFECT ON OTHER SECTIONS OF THE
PREVIOUSLY CERTIFIED LCP
The proposed amendment primarily serves to realign the pedestrian trail through the flower fields
to be consistent with the agricultural road. The revised trail will serve the same functions as the
originally approved trail which were to provide a pedestrian link between the Village Center and
the Paseo Center, and afford visitors a close-up opportunity to enjoy the flower fields.
Other than corrections to text and exhibits which specifically reference the previous design of the
pedestrian trail, no other sections of the previously certified LCP are effected.
4. ZONING MEASURES THAT WILL IMPLEMENT THE LCPA
The previously approved Carlsbad Ranch Specific Plan and related zone change will implement
the LCPA.
5. AFFECT ON PUBLIC ACCESS
Not applicable as the project is not between the first public road and the coast.
6. ANALYSIS OF POTENTIALLY SIGNIFICANT ADVERSE CUMULATIVE IMPACTS ON
COASTAL RESOURCES
The proposed amendment is more environmentally sensitive than the originally, approved design
for the following reasons: it facilitates the ongoing agricultural operations by eliminating non-
agricultural landscaping and barriers to farm equipment; it eliminates the conversion of
agricultural acreage to non-ag uses; it maintains maximum flexibility for future agricultural
operations; it reduces potential dust generation by minimizing the amount of bare dirt; it reduces
water usage; and it maintains the character and visual amenity of the flower fields.
8. SUMMARY OF MEASURES TO ENSURE BOTH PUBLIC AND AGENCY PARTICIPATION
The proposed LCPA 90-08(A) has undergone a six (6) week public review period (July 12,1995 - August 24,1994). The public notice was published in the Blade-Citizen and the Carlsbad Sun.
No comments were received regarding the proposed Local Coastal Plan Amendment.
Public Notice of the amendment was mailed to interested parties shown on the enclosed list.
