HomeMy WebLinkAboutLCPA 91-01; Evans Point; Local Coastal Program Amendment (LCPA) (14)TO INTERESTED PARTIES Please be advised that the City of Carlsbad is considering a text amendment to the Mello I1 Sebenr of its Local Coastal Program (LCP) as summarized below. The proposed amendment is a modification proposed by the Coastal Commission staff which was adopted by the Coastal Commission. This notice hereby opens a six-week review period after which the City Council will consider all comments and act on the proposed amendment. The City Council LCP Amendment hearing is expected to take place in August, 1993 and will be duly noticed. Copies of the proposed LCP Amendment are available for review at the following locations: Main Library City Hall 1200 Carlsbad Village Drive Carlsbad La Costa Branch Library 7750 "M" El Camino Real Carlsbad City Clerk City Hall 1200 Carlsbad Village Drive Carlsbad 7 Developmental Services 2075.h Palmas Drive Carlsbad PROPOSED LB AMENDMENT SUMMARY EVANS POINT (REVISED) - LBA 91-1 Amendments to the text of the Mello I1 Segment of the Local Coastal Plan to add two new policies. The policies were proposed by the Coastal Commission staff as a result of the City's filing of a Local Coastal Plan Amendment to amend the Land Use Map for the proposed Evans Point project. The Coastal Commission adopted the two policies when they approved the amendment to the Land Use Map. Before the amendment request can become effectively certified the City must approve the modifications approved by the Coastal Commission. Policy #3-7 prohibits direct impacts to wetlands and riparian resources outside the lagoon ecosystems except for the expansion of existing circulation element roads and direct impacts associated with the installation of utilities. Mitigation ratios for impacts to these resources are to be determined in consultation with the California Department of Fish and Game and the U.S. Fish and Wildlife Service. Policy #3-8 requires buffer zones of 100 feet in width around all identified wetland areas and 50 feet in width around all riparian areas, unless the applicant demonstrates that a buffer of lesser width will protect the identified resources based on site-specific information.
