The attachment contains the policy as proposed by your office and the policy as revised by City staff. Please contact me once you have had a chance to review this proposal. We would like to come to agreement on a revised policy prior to your preparation of the staff report for the November 1992 meeting on the City's LCP Amendment. No direct impacts may be allowed unless it is found that there is no feasible alternative and the work may be performed in the least environmentally damaging manner. Mitigation for any temporary disturbance or permanent displacement of identified resources shall be required at the following ratios. For wetlands, 4:l replacement for impacted area and for riparian resources, 3:l replacement for impacted area. Open space dedication of sensitive resource areas will be required. CITY OF CARLSBAD PROPOSED REVISED POLICY #3-7 POLICY 3-7 WETLANDS AND RIPARIAN RESOURCES Wetlands and riparian resources outside the lagoon ecosystems shall be protected and preserved to the greatest extent feasible. No direct disturbance may be allowed unless the applicant demonstrates that the proposed disturbance is necessary to provide required infrastructure to serve the developable areas of the site or adjacent developable properties, and there is no feasible less environmentally damaging alternative to the proposed disturbance. Any allowable disturbance shall be designed so that the work can be performed in the least environmentally damaging manner. A. MITIGATION FOR PERMIITED DISTURBANCE OR PERMANENTDISPLACEMENT Mitigation ratios for any temporary disturbance or permanent displacement of identified resources shall be determined in consultation with the California Department of Fish and Game and the U. S. Fish and Wildlife Service. Appropriate mitigation ratios shall be determined based on site specific information including the quality of the habitat being disturbed or destroyed and surrounding site conditions. B.
