Enclosed is the City of Carlsbad‘s completed application to amend the West Batiquitos
segment of the City’s Local Coastal Program.. The subject property is currently known as
the site of the Batiquitos Lagoon Educational Park (BLEP) Master Plan and is located
adjacent to the north shore of the Batiquitos Lagoon west of 1-5 and east of Carlsbad
Boulevard. The LCP Amendment corresponds with a Master Plan Amendment, General
Plan Amendment and Local Facilities Management Plan Amendment to reflect the
elimination of the educational and related land uses associated with BLEP. The Poinsettia
Shores Master Plan will replace the educational land uses with residential land uses while
retaining the travel service/commercial land uses currently allowed by BLEP for the
property’s west side. The City Council voted approval of this LCPA and corresponding
Master Plan Amendment (MP 175(D)), General Plan Amendment (GPA 91-05) and Local
Facilities Management Plan Amendment (LFMP 87-09(A)) on January 4, 1994.

SUMMARY OF AMENDMENT PROPOSAL
The proposed LCP Amendment to the West Batiquitos LCP will adjust the allowed land uses
permitted within the project site as shown on the attached location map. Formerly known
as the Batiquitos Lagoon Education Park (BLEP) Master Plan, the project is proposing a
Master Plan Amendment (voted approval by City Council on January 4, 1994) to replace
the educational and related land uses of BLEP with residential land uses. The new project
will be known as the Poinsettia Shores Master Plan. The attached staff report provides a
detailed project description and analysis. In total, a major Master Plan Amendment, Local
Coastal Program Amendment, General Plan Amendment and Local Facilities Management
Plan Amendment are being proposed. No tentative maps or specific development proposals
are being made at this time. The Poinsettia Master Plan requires each planning area to
receive a Coastal Development Permit from the Coastal Commission.

3. AMENDMENTS RELATIONSHIP TO AND EFFECT ON OTHER SECTIONS OF THE
PREVIOUSLY CERTIFIED LCP
The proposed LCP Amendment will bring the coastal land use designations into
conformance with the recently approved Poinsettia Shores Master Plan which
amended the former BLEP project and the City’s General Plan designations. The
proposed project (including General Plan Amendment 91 -05, Local Facilities
Management Plan Amendment 87-09(A) and Master Plan Amendment 175(D)
modifies existing land use designations to eliminate the educational and related land
uses of BLEP and replaces them with a residential designation.
This project will have no impact on the existing policies or provisions of the West
Batiquitos Lagoon LCP. The proposed land use designations will result in a project
of less overall development intensity than the BLEP project and comply with all
applicable policies of the West Batiquitos Lagoon LCP.
ZONING MEASURES THAT WILL IMPLEMENT THE LCPA 4.
The Poinsettia Shores Master Plan was approved by the Planning Commission and
City Council and provides a means of implementing the LCPA. The Master Plan
specifies which discretionary approvals and entitlements are required for the
development of each planning area. The permitted land uses within the Poinsettia
Shores project will not create conflicts or inconsistencies with the current policies
and guidelines of the West Batiquitos LCP.
6. ANALYSIS OF POTENTIALLY SIGNIFICANT ADVERSE CUMULATIVE IMPACTS ON
COASTAL RESOURCES
The proposed LCPA will not create additional impacts to the coastal resources of the
Batiquitos Lagoon or the area in general. No development will occur in any
sensitive coastal habitat. The proposed Poinsettia Shores project is less intense than
the BLEP project. Implementation of the Master Plan and the requirement of a
Coastal Development Permit for each planning area ensures no impacts to coastal
resources. A mitigation program is included with the Master Plan to prevent any
environmental impacts.
8. SUMMARY OF MEASURES TO ENSURE BOTH PUBLIC AND AGENCY
PARTICIPATION
PUBLIC PARTICIPATION
All public correspondence received during the Master Plan’s environmental review
is contained within the attached staff report. In addition, a presentation of the
project was made to the Batiquitos Lagoon Foundation on September 13, 1993.

AGENCY PARTICIPATION
The Mitigated Negative Declaration underwent State Clearinghouse review. The
attached staff report contains the correspondence submitted from commenting
agencies. The Master Plan was also reviewed by the State Lands Commission. All
agency comments were incorporated into the Master Plan.
