RE: Coastal Hearing Schedule
Dear Gary:
As you know, time is of the essence in our joint effort to resolve the HMP connectivity
issue through the area in and around Phase III. I have enclosed a calendar schedule of
important milestones that are necessary to meet in order to achieve the August Coastal
Commission hearing.
As we discussed, I believe the most important effort must involve the City demonstrating
to Dave Lawhead (DF&G) and Ken Corey (USF&WS) that HMP connectivity through
this area of the City has been taken into account in the planning for this area, and that
the three proposed projects do not preclude (and do comply with) the HMP. I understand that Mike Grim is presently working on a GIS map to illustrate this point. I believe that Jack Henthorn also has some aerial photography with overlays that could assist the City in this regard.
It is the opinion of Aviara that it is unnecessary to spend large amounts of time and
effort negotiating this issue with Coastal Staff. History has taught us not to expect that they would change their present recommendation even in the face of overwhelming evidence. And we understand that their direction on this matter is coming largely from the Executive Director's office.
Instead we must focus on the two wildlife agency representatives, and achieve
correspondence from them confirming the HMP compliance of these projects. Such correspondence will convince the Coastal Commission to overrule their staff if they continue their denial recommendation as expected.
Please let me know if there is anything else we can do to assist the City in this effort. A schedule of important dates is attached.
