SUBJECI? LOCAL COASTAL PLAN AMENDMENT - AvlARA PHASE III - LCPA 92-01
Dear Mr. Damm:
This letter is intended to supplement the materials submitted for the Aviara Phase I11 Local Coastal
Plan Amendment application. As you recently discussed with Mike Grim, the Aviara Phase I11 open
space system was designed in concert with the ongoing efforts of Carlsbad's Habitat Management
Plan (HMP). The Phase I11 area lies within an HMP preserve planning area, therefore concerns such
as open space connectivity and sensitive species preservatiodenhancement were addressed during
project review.
Consequently, the Phase 111 development plan includes an open space corridor, which extends from the preserve planning area to the Aviara Golf Course and eventually to the Batiquitos Lagoon. Also
as a result of cooperation with the HMP, smaller open space areas that are not part of the
connected open space system will be enhanced with sensitive species, such as Del Mar manzanita
and Summer-holly. With the help of the multi-species habitat planning efforts, the Aviara Phase
I11 area was redesigned to be much more environmentally sensitive than the previously approved
development. Based upon this redesign, the environmental review documents for the Phase I11
amendment concluded that the proposed development was consistent with the HMP.
Thank you agah for your consideration. Please feel free to contact myself or Mike Grim at (619)
438-1161, extension 4499, if you have any questions.
