Dear Mr. Damm,
Enclosed is an application by the City of Carlsbad for a Local Coastal Program Amendment
(Implementing Ordinances) for Phase 111 of the Aviara Master Plan. Please include this
LCPA application with the existing requests regarding Affordable Housing Density Bonuses
(Carlsbad Permit No. LCPA 93-02) and the Poinsettia Shores Master Plan (Carlsbad Permit
No. LCPA 91-02). The City would like these three actions to be considered as one Local
Coastal Program Amendment, provided a May hearing date can still be accomplished.
Should the grouping of the Aviara Phase 111 LCPA with the Density Bonus and Poinsettia
Shores requests cause a delay beyond the May hearing date, please process the enclosed
Aviara LCPA as a second, independent Local Coastal Program Amendment. Thank you for

3.) A discussion of amendments relationship to and effect on other sections of the previously certified LCP.
The requested changes consist of modification to neighborhood boundaries, a change of open space priorities from eucalyptus to chaparral, and change in development product type from multi-family product to single family product. A comparison of the dwelling unit count for the originally approved Master Plan
(522) and the proposed Phase I11 Amendment (589) results in an increase by 37
units, while the total dwelling unit count for the entire Master Plan has been reduced, due to previous reductions.
Because the change in land use is merely a change of residential category, there is no significant impact on other LCP sections. Chapter 3 policies will not be
affected by such subtle modifications to the implementing ordinances.
