This is in response to your letter dated August 2, 1999 regarding the proposed future alignment of
Carlsbad Boulevard adjacent to the Lanikai Mobile Home Park addressed during the Carlsbad
Boulevard Realignment Study public workshop on July 30th.
I would like to first emphasize that the alignment shown on the exhibits is strictly preliminary and
used only as a tool to determine potential construction impacts, environmental constraints and
estimated costs for the development of the Carlsbad Boulevard Realignment Study report. The focus of the current study is to evaluate possible land uses on the vacant properties within the study
boundaries in order to determine if revenue generated from the future uses would be adequate to
fund the reconstruction of the roadway. As mentioned at the workshop, staff will present the results
and recommendations to the City Council for further consideration and direction when the study is
completed.
Specifically addressing your question on the alignment of Carlsbad Boulevard, the proposed route
used in this study effort assumes the northbound lane in its current location. The southbound lane
is proposed to be located easterly to abut adjacent to the northbound lane. Please remember that
the alignments shown are only assumed for purposes of determining probable environmental
impacts as well as determining estimated construction costs. Final determination of any roadway
realignment is a policy decision and can only be approved by the City Council. The final feasibility
study is not intended to establish the location of Carlsbad Boulevard but to determine if their is
public support to consider appropriate land uses and to assess required revenue for implementation.
Future studies and environmental analysis must be prepared and adopted. This process is open to
the public for review and comment throughout the process.
The purpose of the workshop was to inform the adjacent property owners of the realignment
concept and request input on the appropriateness to consider future land use proposals and the
roadway alignment. By your letter, I understand that the roadway adjacent to the mobile home park
is a concern. I would like to encourage you or your association to forward your concerns regarding
not only land use, but the road alignment such that the consultant can address them.
