J/N - L-1045) Dear Bill: Enclosed is a set of completed feedback forms for the Carlsbad Boulevard re-alignment project. I have commented on all the various surplus areas but my primary interest is in the area north of re-aligned Palomar Airport Road. For your information, I am including a packet of items pertaining to a project that I would like to see constructed that we came up with sometime ago. One item I would like to see considered is a more westerly alignment of Carlsbad Boulevard than what is shown in your study. It appears to me that in an area where you want to generate income to pay for the improvements and maintenance that an effort to increase the potential revenue area is appropriate. On the attached study alignment No. 1 dated August 1, 1997, I have shown the Boyle Engineering alternative No. 3 alignment and the more westerly alignment that I am proposing. This opens up an additional 3 acres of land for development in an area where it is most appropriate and it also provides for a better angled intersection with Palomar Airport Road. I am also suggesting that Boyle’s alignment for Palomar Airport Road be adjusted slightly to the south to accommodate this intersection and to open up the proposed commercial area. In addition to the proposed tourist commercial area, I have worked out where an access road could be built underneath Carlsbad Boulevard to provide vehicle and pedestrian access to the beach and to a proposed future pier. I have already talked to the Coastal Staff and to the State Parks people in addition to the Nature Conservancy, Wildlife Conservation Board, and the Department of Fish and 703 Palomar Rirport Road + Suite 300 + Carlsbad, California 92009 (760) 438-31 82 FRX (760) 438-01 73 Bill Magdyce August 16,1999 Page 2 Game. There is money available for up to 50% of the construction of a pier under certain conditions some of which include unlimited access for fishing. In addition, there are hnds available from the Nature Conservancy and the Wildlife Conservation Board for beach access which this project would certainly provide. I think the Carlsbad Boulevard re-alignment project has a lot of potential for the City.
