Si nature of Owneridate P&ER DANIELS CONTINENTAL COMMERCIAL CORPORATION - Print or type name of owner Print or type name of applicant FRM00013 8/90 LOCAL COASTAL PLAN AMENDMENT DISCUSSION Seapointe Resort The Seapointe Resort project proposes the development of 86 timeshare units on 2.35 acres south of Palomar Airport Road, east of Carlsbad Boulevard and west of the Atchison & Topeka and Santa Fe Railway right-of-way. The current Local Coastal Plan land use designation of this site is 0 (Office). The processing of the proposed timeshare project will require the processing of a Local Coastal Plan Amendment (LCPA) with the California Coastal Commission. As required by the City of Carlsbad, the agency which will act as applicant for the amendment, this "discussion" will satisfy items 4 through 7 of the application requirements for a Major Local Coastal Plan Amendment. The proposed amendment is to change the current LCP land use designation from 0 (Office) to TS Vravel Services commercial). The effect on the current LCP will be minimal. The only change to the LCP will be in the form of a land use designation change on the maps. There will not be any change to the text of the LCP. In maintaining the basic goals of the California Coastal Act, the proposed LCPA will increase the overall Travel Services commercial within the Coastal Zone. Thereby, providing enhanced coastal recreational opportunities to the visitors in the City of Carlsbad. In addition to the LCPA, a General Plan Amendment (GPA) and Zone Change (ZC) will be required for this project. The GPA, like the LCPA, will be a change from 0 to TS. The ZC will be from 0 (Office) to C-T (Commercial-Tourist). The implementing zoning measures will include the C-T Zoning requirements and the Hillside development Ordinance. All other applicable City policies will be implemented in accordance with the development of this project. Since the project is located east of the first public street and the coastline, further discussion regarding public access is not required. However, for the record, this project will not impede public access to the beach area. With regards to potentially significant adverse cumulative impacts on coastal resources, the proposed timeshare project will not significantly add to the impacts on coastal resources. According to a traffic report prepared by Urban Systems in August 1993, the total Average Daily Trips (ADT) for this project is 688. This is a reduction of 1,140 ADT from the 1,828 ADT proposed by the previous office building proposed for this site. Although the cumulative impacts to air quality is a concern, the overall impacts of the proposed project will be less that the previous project due to the decrease in the ADT. With the increase in impervious surfaces, the amount of surface runoff will increase. However, erosion control measures must be implemented during and after construction to minimize the transport of sediment off-site. Therefore, the increase in stormwater runoff will not significantly affect the marsh and riparian area to the north of the develop@ mz 3 wau, 4 .* _.
