Re: Coastal Development Permit Application #6-96- 18 - Green Valley Crossing
Dear Mr. Woods:
Commission staff has reviewed the above cited permit application which is requesting
approval of an 1 1-lot master tentative map for the approximately 281 acre Green Valley
area in Carlsbad. In addition, the project includes grading consisting of appro?timately
279,000 cubic yards of balanced cut and fill; infrastructure improvements that include
widening of El Camino Real, two bridge crossings over Encinitas Creek to access rhe site,
internal circulation improvements and storm drain and other drainage facilities;
construction of public trails along the creek; and, on-site mitigation for impacts to wetland
and other sensitive habitats. The project is proposed to accommodate future development
of approximately 300,000 sq. ft. of commercial development and 400 single-family
residential units (which will be reviewed under a separate coastal development permit).
Based on our review of the application submittal, additional information is necessary to
complete our review. Specifically, you will need to submit grading and erosion control
plans for the site. Because grading and infrastructure iinprovements will impact several
environmentally sensitive habitat areas, you need to submit a site plan which details the
location of and quantifies all impacts to sensitive habitat areas, both permanent and
temporary. In addition, you will need to provide information which documents that the
proposed impacts are both unavoidable and the least environmentally damaging
alternative. Relative to mitigation for impacts to sensitive resources, the Green Valley
Master Plan does contain a mitigation and monitoring program, however, no
plantinghevegetation plans have been submitted. As such, you will need to provide us
with these plans. In addition, there is no indication as to whether or not the proposed
impacts and mitigation have been reviewed (and at least conceptually approved) by the
United State Fish and Wildlife Service. Therefore, you should provide evidence of such
coordination.

Finally, you will also need to provide plans for all the proposed infrastructure
improvements. These should include detailed plans for the proposed bridge crossings and
information on how the proposed design will facilitate wildlife movement along the
sensitive Encinitas Creek Corridor.
Because this information is needed to adequately review this project, the application
remains unfiled at this time. Therefore, please submit the above requested information to
this office as soon as possible. Once all the information is received and the Commission
has acted on the pending City of Carlsbad Local Coastal Program Amendment #1-96
(Green Valley Master Plan), this application will be scheduled for the next available
