SUBJECT LOCAL COASTAL PROGRAM AMENDMENT APPLICATION
(LCPA 95-03) - AVIARA PLANNING AREAS 7,13,15 AND 28
Dear Ms. Lee,
Thank you for your comments regarding the City of Carlsbad's application for the Aviara
Planning Areas 7, 13, 15 and 28 LCP amendment. Enclosed please find the requested
background and procedural materials. These materials include the hearing notices and
public notice mailing list for both Planning Commission and City Council, a clean version
of the LCP text/map amendments, and Exhibit "A', dated Januaxy 4,1995, for Planning Area
28/MP 177(J). There are no speakers' slips from either the Planning Commission or City
Council and the minutes from the City Council hearing have yet to be drafted. There was
no written correspondence submitted to either the Planning Commission or City Council.
There were some items that you mentioned needed augmentation or clarification. To assist
in your evaluation of the Planning Area 28/MP 177(J) portion of the LCP amendment, I
have enclosed the visual analysis as seen from the Park n' Ride parking lot at La Costa
Avenue and Interstate 5. This location was selected for the visual analysis since it was used
in the original visual analysis for the master plan environmental impact report. No visual
analysis was conducted for Planning Area 15/MP 177(M) development or master plan
amendment since the master plan originally envisioned a much more intense development
on that site.
Also please find enclosed completed application materials for the Phase I1 trail realignment;
These materials include an application form, checklist and discussion, LCP amendment
approval letter, replacement map, public notices and mailing lists, and background
correspondence. Included in the correspondence is a comparative analysis between the
original and proposed trail alignments and a discussion of the relationship between the
Aviara master plan trails and the City-wide public trail system. As detailed in the
correspondence, the proposed realignment of the Phase I1 trail eliminates dual criteria
encroachment and greatly reduces native habitat encroachment by using existing dirt roads,
manufactured slopes and eucalyptus groves. An excerpt from the City's General Plan shows
that only the North Shore trail and the Aviara Park trail are part of the City-wide trail
system.
