Seapointe Resort
Grand Pacific Resorts, the developers of the existing Seapointe Resort timeshare project,
proposes a General Plan Amendment, a Local Coastal Plan Amendment and a Zone Change for
the 0.5 acre parcel adjoining Seapointe Resort at it’s southern boundary. Grand Pacific Resorts is
not proposing development of the site at this time. As required by the City of Carlsbad, this
“discussion” will satisfy items III. A through III. E of the application requirements for a Major
Local Coastal Plan Amendment.
The proposed amendment will change the current LCP land use designation from 0 (Office) to
T-R (Travel-Recreational Commercial). The proposed amendments relahonship to and effect on
other sections of the previously certified LCP will be minimal. The only change to the LCP will
be in the form of a land use designation change on the maps. There will not be any change to the
text of the LCP.
LCPA will increase the overall TraveYRecreational Commercial within the Coastal Zone. The
proposed LCPA will thereby provide enhanced coastal recreational opportunities to visitors in the
City of Carlsbad.
In maintaining the basic gods of the California Coastal Act, the proposed
In addition to the LCPA, a General Plan Amendment (GPA) and Zone Change (ZC) will be
required for this project. The GPA, like the LCPq will be a change from 0 (Office) to T-R
(TraveYRecreational Commercial). The ZC will be from 0 (Office) to C-T (Commercial-Tourist).
Although no development of the site is being proposed at this time, the implementing zoning
measures will include the C-T Zoning requirements. All other applicable City policies will be
implemented in accordance with development of this site.
Since the project is located east of the first public street and the coastline, hrther discussion
regarding public access is not required. However, for the record, this project will not impede
public access to the beach area.
With regards to potentially signtficant adverse cumulative impacts on coastal resources, the
proposed GPA, LCPA and ZC will not directly impact coastal resources since no development is
being proposed at this time.

Resort and enhance coastal recreational opportunities to visitors in the City of Carlsbad.
