SUBJECT: REVISIONS TO POST CERTIFICATION MAPS
Dear Allison,
This letter is to request that an adjustment be made to the City of Carlsbad Post
Certification maps, currently under your review, to clarify the exact boundary of the
Agua Hedionda Lagoon segment. This adjustment is requested to exclude areas
identified as a “Study Area” in the Agua Hedionda Lagoon Segment Land Use Plan
which were not part of the original Segment.
Page 10 of the Certified Agua Hedionda Lagoon Segment Land Use Plan (enclosed)
states that the Segment does not include portions of a “Study Area” which was shown
on Exhibit B of the document.
Currently the City Post Certification Maps show portions of the “Study Area” as being
included within the Agua Hedionda Lagoon segment. The City would like to correct this
and remove the “Study Area” portions from the Post Certification maps.
A further factor which defines the boundary of the Segment in this location is the
finalization of the location of Cannon Road. Recently, the City has prepared
improvement plans for Cannon Road. The City is requesting that the final alignment for
this portion of Cannon Road be used as the boundary of the Deferred Certification Area
for this portion of the Agua Hedionda Segment Land Use Plan.
When the Agua Hedionda Lagoon Segment Land Use Plan was originally certified the
exact alignment for Cannon Road which runs through the southerly portion of the Plan
area had not yet been determined. Cannon Rd (as a physical feature) should form the
boundary between the Agua Hedionda Lagoon Segment and the “Study Area” in this
location - see attached Map 1 (Le. the boundary between City and State Coastal permit
jurisdiction).

Accordingly, a revised Post Certification plan is being prepared which shows Cannon
road as the edge of the Deferred Certification area and I am requesting that you do not
proceed further with the Post Certification map approval process until you receive this
plan.

111. LAND USE PLAN
This report comprises the Land Use Plan portion of the Agua Hedionda Local Coastal Plan. The Land Use Plan is made up of two primary components, (1) the Land Use Map and (2) the Land Use Text, The map graphically depicts allowable land use activities,
while the Text provides a written discussion of the Land Use Plan and contains policy statements. Subsequent to city and Coastal Commission review and approval of the Land Use Plan, the Imple- mentation ( zoning/action programs) portion of the Agua Hedionda Plan will be developed. The Land Use Plan, together with the Implementation Program, will comprise a complete Local Coastal Program,
In developing the original Agua Hedionda Land Use Plan, an area larger than the Local Coastal Plan area was included in the study, This larger area ("study area") was included to take a more comprehensive look at potential environmental impacts and planning issues, Policy issues and Land Use discussion contained in this document pertain only to the Agua Hedionda Plan area (re- ferred to as "planning area"), The remaining "study area" properties are under the jurisdiction of the Carlsbad Local Coastal program, approved by the State Coastal Commission in June, 198 1. Exhibit "B" illustrates these areas, and designates parcels specifically addressed in the Plan.
