Subject: ThompsodTabata - Request to incorporate suggested Coastal Commission
modifications into Conforming Mylar
Dear Mr. Holzmiller:
The ThompsodTabata project LCPA is scheduled for consideration by the California
Coastal Commission at its August 7,2002 meeting in San Luis Obispo. The staff report
contains suggested modifications that were developed during meetings between Standard
Pacific representatives and the staff of the California Coastal Commission. A copy of
the report containing the suggested modifications is enclosed for your use.
Standard Pacific hereby requests that, upon approval of LCPA 2002- 1 -D by the
California Coastal Commission, the suggested modifications be incorporated into the
project’s conforming mylar. Standard Pacific understands that compliance with these
modifications will be required before any final map can be recorded and/or any physical
development will be permitted on the subject property.

Subject: Suggested language for revegetation activities - CSS and riparian buffers
The mitigated negative declaration was prepared by the City of Carlsbad for the
ThompsodTabata project in April, 2001. At that time, Standard Pacific had consulted
with the CDF&G and RWQCB and was proposing to incorporate the southern willow
scrub habitat on the west side of the property in to the project open space design. The
goal was to retain the willows in a design that would function as an adjunct to the efforts
to maintain water quality.
Subsequent to the approval of the mitigated negative declaration, Standard Pacific revised
the ThompsodTabata development plan to respond to Coastal Commission concerns.
The goal was to preserve the riparian habitat in its current location, buffered as required
by the certified Carlsbad Local Coastal Program. Passive recreation in the form of a
sidewalk in the upper portion of the buffer will incorporate the habitat as a natural
amenity to the residential development.
Consequently, in order to preserve the habitat and ensure its continued vitality, Standard
Pacific proposes the following language to maintain the biological integrity of the
riparian habitat.
“The buffer surrounding the riparian habitat area shall be enhanced through the
planting of native vegetation types determined in consultation with the California
Department of Fish and Game and the United States Fish and Wildlife Service, as
required by Policies 3.7 and 3.8 of the certified Carlsbad Local Coastal Program.”
Additionally, a narrow strip of Coastal Sage Scrub is located along the eastern boundary
of the property. The mitigated negative declaration requires that the habitat area be placed
in a conservation easement.

In addition to this requirement, Standard Pacific proposes that all areas east of the
combination masonry/plexigias be placed in the same conservation easement. The
disturbed areas adjacent to the wall shall be planted with native, non-invasive species,
such as sumac and lemonade berry, for the purpose of reducing slope erosion and
softening the appearance of the aforementioned rear yard habitat barrier wall.
