AMENDMENTS RELATIONSHIP TO AND EFFECT ON OTHER SECTIONS OF THE PREVIOUSLY CERTIFIED LCP The proposed LCP amendment involves changing the zoning of the subject property from L-C (Limited Control) and E-A (Exclusive Agricultural) to RD-M (Residential Density-Multiple). The property affected by the amendment is proposed for development with an apartment complex in conjunction with the requested zone change. The project site contains sensitive coastal resources which are to be protected in an open space easement as discussed in the City staff reports and environmental documents. The amendment will have no effect on other sections of the previously certified LCP. 4. ZONING MEASURES THAT WILL IMPLEMENT THE LCPA No new zoning measures are necessary to implement the proposed LCPA. The change in the zoning designation would result in the project site being regulated by the City’s adopted RD-M Zone regulations. 5. AFFECT ON PUBLIC ACCESS The Manzanita Apartments site is located along El Camino Real (several miles from the Pacific Ocean). Therefore no shoreline access provisions apply and there will be no affect on public access. 6. ANALYSIS OF POTENTIALLY SIGNIFICANT ADVERSE CUMULATIVE IMPACTS ON COASTAL RESOURCES The project site contains numerous sensitive resources, as discussed in the attached staff reports and environmental documents. However, the applicant is proposing to preserve the vast majority of these resources in an open space easement. The project has been reviewed by City staff and by the relevant resource agencies (USFWS and CDFG), and it was concluded that the project will not result in significant adverse cumulative impacts to coastal resources. The project will also not affect access to coastal resources. 8. SUMMARY OF MEASURES TO ENSURE BOTH PUBLIC AND AGENCY PARTICIPATION The Local Coastal Program Amendment was duly noticed for the required six week review period, starting on May 15, 1999, and no comments were received. The proposed amendment was also reviewed through duly noticed public hearings before the Planning Commission and City Council.
