Dear City Planning Director:
General Order 159-A (GO-159-A) of the California Public Utilities Commission (CPUC)
requires cellular carriers to send a notification letter of a utility's intent to construct a cellular
facility to CPUC's Safety and Enforcement Division within 15 business days of receipt of all
requisite local land use approvals. The notification letter shall state that such approvals have
been received, or that no land use approvals are required.
As set forth in GO 159-A, copies of the notification letter are required to be served concurrently
by mail on the local governmental agency. Where the affected local governmental agency is a
city, service of the notification letter to the city shall consist of service of separate copies of the
notification letter upon the City Manager, the City Planning Director and the City Clerk. In
order to comply with these requirements, I have enclosed a copy of the notification letter for our
project within your city limits.

Enclosed for your review are revised drawings and photographic simulations for the
Cingular site located at 7730 Rancho Santa Fe Road. The drawings and simulations have
been revised to address the issues identified in your letter dated May 1, 2006. In
addition, we have prepared the following responses to each of the items identified in the
letter:
Engineering:
1. Please see revised sheet C-2 the proposed antennas and appurtenances are not
located in the easement.
2. Ken Ringer of Booth & Suarez visited the site to evaluation the existing storm
drain system. He found the existing drain is 4' to 5'-3" deep. It will not need to
be removed. All three catch basins will stay in place. They have added the swale
at the wall and one catch basin which will intercept the existing 12" line.
3. Please see revised sheet A-l. Please note that we have reduced the number of
cabinets by two and the size of the enclosure.

Engineering:
The Engineering Department has completed its review of the above project for application
completeness. The application and plans submitted for this project are considered complete
from an engineering viewpoint and have a few issues to be resolved before we can support the
application:
1. The proposed antennas and appurtenances cannot be located over existing easements
or irrigation facilities. Please show proper relocation, quitclaim or removal. Plot
proposed antennas on Survey sheet C-2.
2. The proposed storm drain needs to include additional information such as outfall and
downstream receiving conditions. Please Plot Storm Drain on sheet C-2. Show
portions of pipe to be removed and relocated.
3. Drainage arrows at equipment cabinet s # 1 and 3 point at each other without a place to
drain. Please correct.

a new application for an Administrative Permit for a cell site at 7730 Rancho Santa Fe
Road in the La Costa Plaza commercial center. The cell site has been redesigned to be

Dear Mr. Fisher:
In response to your letter dated September 2, 2005, Cingular Wireless is submitting the
following items for your review:
Planning - List of Items Needed
1 . In order to be consistent with the City Council Policy 64 Location Guideline A. 5,
the project has been redesigned. The 12 antennas proposed for the project will
now be located inside the existing cupolas of the building. Five (5) sets of revised
drawings are included in this submittal for your review.
2. An early public notice package is included. The required sign was posted at the
site on August 9, 2005. Pictures of the sign are attached. If the description on the
sign needs to be changed, and a new sign posted, please let us know.
Planning - Issues of Concern
1. The new antenna placement exhibits a stealth design similar to the other
WCFs at the site.
2. The equipment location on the west side of the building has not changed from
the original design. The outdoor cabinets will be enclosed by a concrete block
retaining wall to be textured and painted to match the adjacent building and
recessed into the side of the slope of the adjacent parcel to the west, which is
currently undeveloped. The equipment will be minimally visible from the
north along La Costa Avenue. Photo simulations for the project are included
for your review.
3. A revised Project Description accurately describing the project is part of this
resubmittal.

notice that failure to resubmit the application or to submit the materials necessary to determine

Planning:
1. Consistent with City Council Policy 64 (Wireless Communication Facilities) Location
Guideline A.5, new rnonopoles should not be permitted unless the applicant
demonstrates no existing monopole, building or structure can accommodate the
proposed Wireless facility as required by Policy 64 Application and Review Guideline
D.3. Accordingly, as required by the guideline, please explain why an existing facility,
either onsite or elsewhere, cannot accommodate the Cingular proposal.
2. As required by the Planning Department, please submit an early public noticing
package. A copy of the application has been provided for your convenience.
Engineering:
None
ISSUES OF CONCERN
Planning:
1. Overall, the proposed monopole at this site is inconsistent with the goals contained
within City Council Policy 64 and is not supported by staff.
Unless the applicant can demonstrate the need for a monopole at this site consistent
with City Council Policy 64 (Review Guideline 3), the applicant is encouraged to
redesign the WCF into an existing building exhibiting stealth design similar to other
WCFs at this site, utilize a light pole or similar designed structure within the parking lot or
locate the WCF within the public right-of-way along Ranch Sanla Fe Road which is listed
as a preferred location (Circulation Element within the City's General Plan).
2. The proposed equipment shown on Sheet A-1 should be located within existing buildings
to the extent feasible. If the equipment must be located outside, it should be screened
With walls/plant material, and designed and treated to match the nearby architecture.
3. The project description and justification report incorrectly states that there are two
existing wireless carriers on the site sharing a 45 foot tall monopine. Please clarify and
verify that the report addresses the proposed site.
