Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
has reviewed your Minor Conditional Use Permit, application no. MCUP 06-05, as to its
completeness for processing.
The application is complete, as submitted. Although the initial processing of your application
may have already begun, the technical acceptance date is acknowledged by the date oHhis
communication. The City may, in the course of processing the application, request that you
clarify, amplify, correct, or otherwise, supplement the basic information required for the
application. In addition, you should also be aware that various design issues may exist. These
issues must be addressed before this application can be scheduled for a hearing. The Planning
Department will begin processing your application as of the date of this communication.

Planning:
Per Agenda Bill No. 18,447, dated February 14, 2006, Wireless Communications Facilities
(WCFs) being processed as a Minor Conditional Use Permit (MCUP) shall comply with City
Council Policy Statement No. 64. Specifically, the WCF must be consistent with the Preferred
Location and Stealth Design Review and Approval Guidelines. In order to comply with this
policy please redesign the existing fa?ade mounted antenna to be incorporated into the existing
building walls to ensure they comply with the Stealth Design Guidelines of Council Policy No.
64. Please resubmit two sets of revised site plans and photo simulations.

Submittal of Revised Plans
Dear Ms. Endres:
On behalf of our client, T-Mobile USA, we are submitting new plan drawings indicating
the antenna design we discussed at our meeting of April 10, 2007. Enclosed are two full
size copies of the drawings.
The antennas on the east elevation have been pulled in toward the finished wall of the
building to the greatest extent possible and skirted on all sides to avoid any visible
mounting hardware. By reducing the profile of the antennas and mounting hardware, any
shadowing from the installation should be minimized. The antennas on the south
elevation have been concealed by a new screen and the roofline extended over the screen
to better integrate the entire installation into the building architecture.

Dear Mr. Marioncelii,
In response to your letter regarding stealth compliance issues with Wireless
Communications Facilities Policy No. 64. the city will accept additional -screening of the
existing wall mounted antennas located at the site.
Ideal 'screening would allow for the future incorporation and collocation of the additional
carrier's antennas on the south elevation. Appropriate screening would match the
existing architecture of the building. This could be accomplished by extending the roof
line on the 'south elevation and/or other features to blend or hide the existing antennas in
to the architecture. Embedment or through the addition of an architectural element to the
east -elevation are possibilities to completely concealing the antennas from view. Please
submit 2 sets of plans reflecting the proposed screening concepts -for further review.

RE: MCUP 06-05 renewal for West Bluff Plaza, T-Mobile USA Wireless Facility
Dear Ms. Endres:
On behalf of our client, T-Mobile USA, and in response to your request that T-Mobile
recess the existing antennas at this location, we are submitting the following information
for your review.
The city has requested that T-Mobile recess their existing antennas into the stucco wall of
the existing building. By doing so, T-Mobile would experience a significant gap in
coverage and loss of coverage area from what is now achieved by the existing antennas.
Attached are copies of coverage predictions based upon the existing antenna arrangement
and the proposed future antenna arrangement. The upper graphic on the page shows the
existing coverage; the lower graphic shows the predicted coverage with the antennas
embedded in the wall. Please notice the loss of coverage to the south along El Camino
Real and to the west along Alga Road. The coverage footprint in these areas will go from
"excellent" to "good/variable" along El Camino Real and from "excellent" to "variable"
and "poor" along Alga Road. Both of these areas are critical coverage areas for this site.
The area along El Camino Real is a heavily traveled commercial area and the area to the
west along Alga Road is both commercial and residential. As difficult as it is to cover
residential areas, the existing site provides critical coverage to the residences to the west
from an existing commercially-located site. Elimination of the coverage from this site
will necessitate the building of a new site, potentially in the residential area.
Although the stated objective of the city's wireless policy is to have carriers use the
"latest and most diminutive technology," there is no technology that will allow antennas
to propagate a signal through the load bearing walls of the existing building. We have

agreed to screen the antennas in place to hide them from view; this would allow the site
to continue coverage to the critical areas along Alga Road and El Camino Real.
