Our proposal consists of the installation of twelve antennas in three sectorized locations roof mounted on an existing two story commercial building. The antennas will be fully screened on all four sides and integrated into the design architecture of the building. The radio and power equipment will be located inside the existing building and all connections to the antennas will be routed within the building to the roof. Power and telco service is located within the existing building therefore there will be no need to connect to an exterior location. A generator compound is also proposed. The structure will be located east of the existing building adjacent to the parking lot. The connection from the generator to the radio and power equipment will be installed underground. No parking spaces will be sacrificed or impacted as a result of this proposed project. No grading or changes to historical onsite drainage are proposed as a part of this application. This project will provide coverage along El Camino Real and La Costa Avenue as well as the parking areas and in-building coverage for the commercial buildings in the area. This site will also help add capacity to the area via additional radios for our subscribers. This proposed project is designed to meet all FCC requirements and regulations pertaining to human exposure and compliance to that requirement is found within the attached EME Study. The buildings were constructed in 2003 and are of Spanish architecture consisting of red tile roof and stucco finish on the exterior walls with wood window sills and mullions. The property is also paved with parking areas and landscaped islands. The original site was sloped from the grade at the street frontage along El Camino Real to higher elevations moving east. There is a sloped bank at El Camino Real of approximately seven feet in height and a cut and fill pad for the building area. There is a steep slope along the eastern property line. The eastern slope has a SDG&E transmission line running north and south along the top of the bank. The subject property fronts on El Camino Real to the west and La Costa A venue to the north. The property has a driveway entrance on the north property line and one on the west property line. The subject building to be utilized for this proposal is "L" shaped and two stories with office and retail tenants. There is an existing tower at the comer of the "L" for which will be utilized and modified as the antenna support structure. Proposed Project Description The proposed project consists of the installation of twelve panel antennas and associated RRU's and radio equipment into the existing tower at the inside comer of the "L" shape of the building. The antennas will be located behind new FRP walls that will simulate the existing architecture of the tower. The north and east side of the tower walls will keep their present location and the west and south walls will be extended 3' in order to accommodate the antenna arrays within the tower. The tower dimension will change from nine feet square to twelve feet square but the height will remain at thirty-five feet above grade. The radio and power equipment will be located within a lease area on the second floor of the existing building and will create no exterior change to the existing structure. The emergency generator will be located at grade to the southeast of the existing building. This location is adjacent to parking but will not require a parking space to be eliminated or impacted. The generator will be housed within a new nine foot tall CMU enclosure textured to match the existing trash enclosure adjacent and to the south of this location. The "search ring" consists of an aerial map with a circle or ellipse superimposed that creates a boundary for which the RF Engineer wants the new site to be located. The search ring criteria will also request a tip height of the antennas. Once the Search Ring has been provided the site acquisition team explores the area and considers topography, zoning, vertical impediments to the signal such as trees or buildings and topography. The SA Team narrows down several candidates and investigates the merits of each one and compiles a Site Candidate Information Package. (SCIP) The SCIP provides the RF Engineer a brief synopsis of the ability to lease the site, what zoning regulations and processes would impact the site and what types of construction issues might occur. Once the RF Engineer has vetted the candidates he/she will rank the candidates and direct the SA Team to focus on a specific primary site and move that forward. The search area criteria for this project was narrowly defined as a desire to cover the intersection of la Costa A venue and El Camino Real and to provide better in-building coverage throughout the commercial buildings in the area and their parking lots as well as the surrounding residential properties to the east and south. The SA Team reviewed properties located at: 7660 El Camino Real-216-580-01-00-Ralphs Building and SDG&E Transmission Tower 7690 El Camino Real-216-580-03-00-Bank Costa Del Mar Rd.-APN: 216-590-16-00-Maintenance yard for La Costa Resort City right-of-way along La Costa Avenue 1960 La Costa Ave.-APN: 216-124-22-00-Leucadia Water District 7700 El Camino Real-APN: 216-124-25-00-B of A 7750 El Camino Real-216-124-16-Commercial Building All of the above properties are located east of El Camino Real and either north or south of La Costa A venue. This site was investigated thoroughly and a Design Walk was conducted and zoning drawings were in the beginning stages of preparation. The underlying property owner was in negotiations with the existing tenant but was not able to secure an agreement for us to proceed so the proposed project had to be abandoned. The property located at 7660 El Camino Real-216-580-01-00 SDG&E Transmission Tower was vetted with the same underlying property owner and John Hernandez, the SDG&E real estate representative. This site was reviewed in depth but because of the setback requirements imposed by SDG&E from the wire line for the high voltage transmission wires there was not enough room for us to locate out equipment without interfering significantly with the sensitive biology located along the adjacent flood zone to the north and east of the tower location. The property at 7690 El Camino Real (216-580-03-00-Bank) was reviewed and once again the existing tenant was not comfortable with giving access to the roof for a secondary tenant for security reasons. The property at Costa Del Mar Rd. (APN: 216-590-16-00-Maintenance yard for La Costa Resort) was reviewed and a location satisfactory to the RF Engineer's design criteria was found but after further investigation it was found that another site being proposed at the resort would interfere with this location. Additionally, the location provided by the resort as the only location they were willing for Verizon to utilize was within 30' of the flood plain and sensitive biology would potentially have been negatively impacted. The property along right-of-way on La Costa Avenue was reviewed and several locations were modeled by the RF Engineer but no single location would provide adequate coverage around the curve south of the La Costa Resort Maintenance Yard. The property at 7700 El Camino Real (APN: 216-124-25-00-B of A) was reviewed as well as the existing tower located at the east side of the La Costa Avenue entrance to the property. The bank declined to negotiate a lease and the existing tower would not present a high enough elevation for the antennas in order to provide the necessary coverage. The Site Acquisition Team and RF Engineer settled on the property located at 7750 El Camino Real (216-124-16-Commercial Building) as the best candidate within the search ring to provide the best coverage along El Camino Real and a portion of La Costa A venue. This site does not afford itself to the ideal coverage criteria of the RF Engineer's design but by elimination of candidates it became the only viable candidate and from a planning perspective provided an existing architectural feature that would provide a suitable method of integrating into the existing building's footprint.
