Description/Explanation:
The proposed project involves the temporary parking of Four Seasons Residence Club Aviara
employees while they are working. The employees will be shuttled via shuttle van from the
Hawthorne Lot to and from the Four Seasons Residence Club site. Approximately 133 vehicles
can be accommodated on the Hawthorne Lot. The Hawthorne Lot is owned by the City of
Carlsbad and is located at 2065 Camino Vida Roble.

Land Development Engineering has completed its review of the above referenced project for application
completeness and has determined that the application and plans submitted for this project are complete.
The following Land Development Engineering condition should apply to the operation ofthe facility.
1. Lessor shall comply with the city's Stormwater Regulations, latest version, and shall
implement best management practices at all times. Best management practices include
but are not limited to pollution control practices or devices, erosion control to prevent
silt runoff, general housekeeping practices, pollution prevention and educational
practices, maintenance procedures, and other management practices or devices to
prevent or reduce the discharge of pollutants to stormwater, receiving water or

This is a courtesy notice to inform you that the Minor Conditional Use Permit (MCUP) for MCUP 14-10 -
Hawthorne Temporary Parking, located at 2065 Camino Vida Roble, will expire on July 31, 2015. Should you, the
applicant, wish to extend this permit, you will need to submit a complete application (applications and forms may
be obtained at http://www.carlsbadca.gov/services/departments/planning/Pages/applications.aspx or our front.

Your request for an extension must be submitted before the permit expiration date of July 31, 2015; otherwise
the permit will be considered invalid and to continue operating, you will be required to submit an application for a
new permit, along with a check for all fees associated with initiating a new permit. Please be advised that in the
event your permit expires and you subsequently apply for a new permit, the application would again be subject to
the full discretionary review process of the designated decision-making authority (Planning Commission and/or
City Council). This means the application may be approved, approved with conditions, or denied based on the
review process and findings of the decision-making authority.

SUBJECT: MCUP 14-10 - HAWTHORNE TEMPORARY PARKING - CALIFORNIA ENVIRONMENTAL QUALITY
ACT (CEQA) APPLICABILITY/PROCESS DETERMINATION AND TARGET DECISION DATE
CEQA Determination:
This is to advise you that after reviewing the application for the project referenced above, the City has
determined that the following environmental review process (pursuant to CEQA) will be required for the
project:
The project is exempt from the provisions of CEQA, pursuant to CEQA Categorical Exemption for Existing
Facilities - State CEQA Guidelines Section 15301. No environmental review is required for the project.
A Notice of Exemption will be filed after approval of the project with the San Diego County Clerk's Office
which involves a filing fee. Please submit a check to the project planner in the amount of $50.00 made out
to the San Diego County Clerk. The check should be submitted approximately one week prior to the City
Planner decision date.
Target Decision Date:
In the interest of expeditiously processing your application consistent with the State Permit Streamlining Act
(California Government Code Section 65950), an administrative decision to approve or deny the project
should be determined by September 22,2014.
Therefore, in the interest of achieving that decision date, all remaining project issues must be addressed by
September 8, 2014. If all project issues are not resolved by the date listed above, you may formally request a
one-time 90 day application extension. Otherwise, you will need to withdraw the application.
