A total of seventeen 25 yard shooting lanes will be provided, eight in the public range, four in a semi-private range and five in the private range. The semi-private lanes will be designed with movable separation panels to allow them to be incorporated into the public section or private section depending on the activity and demand. The activities at this facility will be strictly monitored and controlled. Photo identification will be required to use the facility. Safe use of firearms will be strongly emphasized and controlled at the shooting center. A full time range master will be present at all times on the range to ensure all applicable safety standards are observed. Everyone using the range will have to attend a safety briefing the first time they use the facility. The range has been designed to meet or exceed all ap!Piicable safety standards. Lt. Bill Rawlins {retired) of the Carlsbad Police Department has provided extensive input on the design of the shooting range to incorporate all of the high technology safety features used in the Carlsbad City range into this facility. It is the applicant's goal to provide a safe, clean, state of the art shooting range. At this time 2717 Loker Av~enue West has 30 parking spaces assigned to the building. We believe that this should be more than sufficient to handle the parking demand of the proposed use. The standard parking requirement for a shooting range is 1 space for each lane; this would leave 13 spaces available for the existing gun store which would be ancillary to the main use, shooting range. Gun stores function more like appliance stores or car dealerships, high cost items which are not purchased on a daily basis. During the past year that they have been in operation, the Gunthers have never observed more than five cars parked in front of their business at any one time. People do not buy guns and ammunition every week. The majority of their sales are via the internet. The parking demand at the existing gun store cannot be compared to a typical retail use. Similar to churches and fitness facilities, shooting ranges typically are busiest in evenings and weekends when the other buildings that share parking with 2717 Loker Avenue lEast are vacant. We believe that the proposed use is in accordance with General Plan Land Use Element Implementing Policy C.9 which states: Howe &Associates LAND USE PLANNING AND CONSULTATION Include provisions in the Planned Industrial (P-M) zone for ancillary commercial/retail, office, places of worship, recreational and other service uses. These include but are not limited to, commercial/retail services which are accessory to the primary use, conference facilities, churches, daycare centers, recreational facilities, educational facilities and short-term lodging. This application is being processed as an a Minor Conditional Use Permit per Table A of Section 21.34.020 of the Carlsbad Municipal Code which permits recreational facilities in the Planned Industrial Zone subject to administrative approval of a Minor Conditional Use Permit. E-34 Page 3 of3 Effective 6/27/13 City of Carlsbad STORM WATER STANDARDS QUESTIONNAIRE E-34 Land Development Engineering 1635 Faraday Avenue 760-602-2750 www.carlsbadca.gov INSTRUCTIONS: To address post-development pollutants that may be generated from development projects, the City requires that new development and significant redevelopment priority projeclts incorporate Permanent Storm Water Best Management PractiCI:lS (BMP's) into the project design per the City's Standard Urban Stormwater Management Plan (SUSMP). To view the SUSMP, refer to the Engineering Standards (Volume 4, Chapter 2). Initially this questionnaire must be completed by the applicant in advance of submitting for a developmemt application (subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of storm water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to 'Standard Stormwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the storm water standards applied to a project. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the return of the development application as incomplete.
