Dear Mr. Wassman:
Attached is a survey drawing and legal description of the property
desired by this school district for an elementary school site. The
original 10 acres as set aside for this site was examined by repre-
sentatives of the State School Planning Department and State Division
of Aeronautics with recommendations by them that the site be moved
eastward to higner ground. You will note, therefore, that approxi-
mately 7 acres remain on property owned by your firm and the remaining
3 acres are located on property under another ownership.
We will appreciate your reviewing this site to determine whether or
not it is satisfactory to consider as a donation to the school 'district.
The manner in which the district is handling property donations is as
follows:
1. Through policies adopted by both Carlsbad City Council
and the school board, residential developers are requested
to make a financial contribution for school facilities in
the amount of $393 per dwelling unit.
2. If land is donated for school sites, an agreement is
reached as to its value and credit is then applied against
the number of units at the $393 fee, which, in most
instances, reduces the per unit fee.
3. After an agreement is reached, the property is then deeded
to the school district free and clear of encumbrances.
The Governing Board has had an opportunity to review the copies of the
escrow agreements that you furnished on November 9, 1973, and upon review
of the property came to the conclusion that the sales covered in your
escrows were for properties that were, for the most part, sloped toward
the ocean and presented a most attractive view.

Tha proposed school site is located easterly on relatively low ground
with little value as to view. We have found that adjacent property
which has been offered for sale or has been sold was in the neighbor-
hood of $11,000 to $12,000, and, in some instances, included the cost
of a aaster sewer system.
In addition, two of our school board members have for some years been
involved in land throughout the area and are somewhat acquainted with
land values.
Under these circumstances, it will be appreciated if you will review
the property as shown on the attached survey and advise us as to your
opinion of its current market price. Upon agreement with your lira
and members of our school board as to the price of the property, the
district will be able to then apply this value to the $393 unit fee for
all proposed developments on the reminder of your land. This would
then reduce the contribution fee to some figure less than $393.
We regret the delays incurred concerning the establishment of this site
and we appreciate your willingness to make a site available. It is
very likely that you will have additional questions concerning this
revised proposed school site and we will be happy to provide you with
any information desired.
