BRANTON DAVID L.GOLDIN JAMES B.MEHALICK September 4, 1973 Mr. Don Agetep Planning Director City of Carlsbad 1200 Elm Street Carlsbad, California Re: Master Plan Carrillo Ranch Conditions re Hearing on September 11, 1973 Dear Mr. Agetep: The following is proposed by the owners of the Carrillo Ranch with regard to the Master Plan Hearing for the City Planning Commission Hearing on September 11, 1973: 1. That upon the recordation of the final map on the first specific plan of the Carrillo Ranch, the 10 acres, Parcel K, be deeded free and clear to the City, to apply on the Ranch's total park requirement. 2. That the total park requirement be determined to be 26.443 acres of park in accordance with the park ordinance, which requires 3.10% land on density of 5.3 units per gross acre. 3. That the improvements in Parcel K be given a value in land equal to its value as shown on the current San Diego Real Property Tax Assessor's Statement (i.e. 9 acres) to be a credit on the total park requirement of 26.443 acres. 4. That the Master Plan be amended to provide an additional park parcel named K-l, a parcel of 7.443 acres which is substantially located as shown in enclosure 1. That as each final map is recorded for the speci- fic plans on specific parcels, the park requirement, in accordance with the density of the particular requirement, be credited to the park bank (Parcel K) until Parcel K is used up; then at the time the next succeeding final map is recorded for a specific plan, land from K-l be dedicated to the City free and clear for the respective park require- ment. 6. That as specific maps are filed, the ratio of the park improvements in K be revalued as to its value in land equivalent, in proportion to the then current ratio of land to improvements on the tax rolls. 7. That the conditions and restrictions which were contemplated to be put into the Master Plan at the original passage of the Master Plan by the Council and Planning Commission be attached as conditions to the Master Plan (said conditions being set forth in the relevant City Planning Department Staff Report, and letters to the City by the Ranch Owners). 8. That in all other respects the Master Plan of Carrillo be re-adopted as was originally shown on the map which was filed with the City and used at the hearings.
