SUBJECT: Rancho Carrillo Master Plan
The Parks and Recreation Department has had a chance to review
the Rancho Carrillo Master Plan and offers the following comments:
On Page 35 of the Community Open Space Area Map, the Planning
Center indicates that there is a 8.2 acre park site northwest of
the 10.5 acre existing Carrillo Ranch. To my knowledge, this
proposed site has not officially been approved by staff and the
Parks and Recreation Commission.
The original, plans indicate that the approximately seven to eight
acre park site was to be located northeast of the Carrillo Ranch
site.
Staff and the Parks and Recreation Commission feel that there is
a serious drainage problem along the proposed Planning Center
park site. There is also a feeling of unsafe conditions as the
play fields are laid out adjacent to Carrillo Way.
It is my suggestion since this revision of land use has not been
resolved, that the Planning Department and the Planning Center
may wish to make another presentation to the Parks and Recreation
Commission on March 16th at 6:30 p.m. At that time, assurances
should be made regarding the drainage issue and the flip-flopping
of the proposed 8.2 acre park site.
Another question that will need answering is why is there a street
between the proposed residential area and the Carrillo Ranch site.
One last comment; it is my understanding that the City Council
feels that the Carrillo Ranch site may have an equestrian center.
Where are plans for equestrian trails throughout the Ran'cho
Carrillo Master Plan?
