SUBJECT: RANCHO CARRILLO MASTER PLAN
PRESUBMITTAL REVIEW
Dear Peter:
Pursuant to our meeting on February 4, 1981, I am transmitting
the following staff comments on the above referenced document.
I. Draft Master Plan Document
A. Small Maps (8%xll) : these maps are not of a
consistent scale; resubmittal of document with maps at
consistent scale is required.
B. Open . Space ; open space areas shown on your general
plan amendment map and original open space map (in bound
document) are inconsistent with other maps designating
open space in planning area B.
C. Housing Types (Page Ila) : housing types indicated
in this chart are inconsistent with housing types
designated in bound document, pages 14 to 17.
D. General Plan Density Ranges; the residential density
ranges proposed are inconsistent with the Carlsbad
General Plan, and with your general plan amendment
application. (Note: planning areas J,K,M,0,-P) .
Justification for density above the botton of the general
plan range is required; the use of gross or net density
figures should be clearly indicated; your "Statistical
Summary", page 11, should be revised to indicate general
plan designations and density ranges for all planning
areas.

E. Affordable Housing t the affordable housing program
proposed is clearly inconsistent with the Carlsbad
Housing Element, and unacceptable in its present form.
Also, the definitions of affordability referred to in the
Master Plan are incorrect; and while you infer that there
may be affordable rental units, none of the areas
designated for affordable units include apartments.
F. Development Standards; the plan contains no
development standards; we suggest the inclusion of
design or performance standards addressing setbacks,
minimum lot size, private open space, storage, maximum
height of buildings in feet, light and air, etc. You
may wish to consider the zoning/site plan review
alternative contained in the La Costa Master Plan.
G. Neighborhoods; the Master Plan makes numerous
references to "neighborhoods", but nowhere in the document
are they defined or delineated. This matter should be
clarified.
H'' Chasing; phasing should include schedule for
development of open space areas, trails and bikeways.
Should also reflect requirements of Carlsbad Master
Drainage Plan; phasing boundaries should respect planning
area boundaries.
I. Public Facilities/Schools; discussion of how facilities
will be funded should be included.
J. Existing Development" a brief description of existing
development on the Ranch (i.e, Ponderosa Homes), and its
relation to amended Master Plan should be included (may
best be treated in Introduction section).
II. Design Concepts/Standards
A. Overall Design Concept; description of overall
community design concept,and neighborhood design concepts.
B. Bikeway/Trail Standards
C. Scenic Roadway Treatment^ for Palomar Airport Road
and Melrose; general discussion of treatment, special
setbacks, landscaping.

D. Transit: general standards/objectives for placement,
location of transit/bus stop facilities.
E. Energy Conservation; standards and objectives should
be addressed.
•F. Grading/Fire Protection; similar to those included in
La Costa and Calavera Hills should be addressed.
G. Sign Program; a specific sign program, as required
by the Planned Community Zone Code must be submitted with
the Master Plan.
H. Landscape Open Area Plan: as required by the planned
Community Zone including ".7. a graphic indicating areas
to be landscaped, left natural, used as recreation, open
space and bike or pedestrian ways ... shall include
proposed ownership.". It v/ould be helpful if it was
additionally indicated which open space areas are primarily
steep slope/hillside areas, not suitable for recreation
purposes.
III. Design Manual
A specific reference to the intent, use, scope and legal
status of the design manual should be included in the
Master Plan document. Will the design manual have the
legal status of the Master Plan, or will it be advisory?
This completes the presubmittal review of the Master Plan
for Rancho Carrillo. I have also attached a copy of a
memorandum from Dave Bradstreet regarding the proposed
Park Concept.
