Rancho Carrillo E.I.R.
The Parks and Recreation Department has the following comments
regarding the Rancho Carrillo E.I.R.:
1. Staff as well as the Park and Recreation Commission does
not agree with proposed master plan amendment which moves
the park site' to the west of the existing Carrillo Ranch
site.
2. The proposed circulation system, in particular the first
road southwest of the Carrillo Way Melrose intersection,
should be altered.
The issue of moving the original park site by amending the
general plan has been addressed previously. The Park and Recrea-
tion Commission at their March 16', 1981 meeting voted unanimously
to keep the park in the original site. The reasons for this
decision were the high cost of development, potential erosion
problems and.its linear layout. Therefore, let me again state
-that the Park and Recreation Department explicitly requests
the park site remain at its original site northeast of the
current Ranch site.
The proposed street (traveling in a southerly direction),
southwest of the Melrose and Carrillo Way intersection, should
be altered or deleted. This street, if approved, would bisect
the park land. This bisecting street would cause possible unsafe
conditions. I feel with a park located at the current General Plan
area (site K) that the proposed street could end (coming up from
the south) in a cul-de-sac, which stopped at the park site. Another
possible solution would be to eliminate this section of the street
and have it begin at the intersection just stfuth of the existing
Carrillo Ranch. Hopefully, a solution to the circulation problem
can be reached.

Rancho Carrillo Master Plan . ...
The Parks and Recreation Department has had a chance to review
the Rancho Carrillo Master Plan and offers the following comments:

On Page 35 of the Community Open Space Area Map, the Planning
Center indicates that there is a 8.2 acre park site northwest of
the 10.5 acre existing Carrillo Ranch. To my knowledge, this
proposed site has not officially been approved by staff and the
Parks and Recreation Commission.
The original -plans indicate that the approximately seven to eight
acre park site was to be located northeast of the Carrillo Ranch
site. /
Staff and the Parks and Recreation Commission feel that there is
a serious drainage problem along the proposed Planning Center
.park site. There is also a feeling of unsafe conditions as the
play fields are laid out adjacent to Carrillo Way.
It is my suggestion since this revision of land use has not been
resolved, that the Planning Department and the Planning Center
may wish to make another presentation ±o the Parks and Recreation .
Commission on March 16th at 6:30 p.m. At that time, assurances
should be made regarding the drainage issue and the flip-flopping -
of the proposed 8.2 acre park site. .
Another question that will.need answering is why is there a street
between the proposed residential area and the Carrillo Ranch site.
One 'last comment; it is my understanding that the City Council
feels that the Carrillo Ranch site may have an 'equestrian center.
Where are plans for'equestrian trails throughout the Rancho
Carrillo Master Plan? -

SUBJECT: Park Area of Rancho Carrillo Master Plan
The Parks and Recreation Department does not agree with the
placement of the community recreation site as proposed in the
latest Community Facilities Plan for the Rancho Carrillo area.
The department would prefer that the park site be located at
the original site of the South Eastern corner of the Melrose
Street and Carrillo Way intersection. This area is desirable
because of its accessability. This site is also preferred
because it contains more usable land for development of active
play areas. Thirdly, this portion of land is adjacent to the
Leo Carrillo Ranch, which would combine both areas and provide
a centralized maintenance area. The above reasons make the
original site preferable the Parks and Recreation Department.
'The. current proposed park area is not acceptable because of
several reasons. The first being the problem with the exist-
ing creek in the area. Extensive grading would be necessary
.to make the entire area usable.
Secondly, recent storms have eroded much of this area. Another
reason this area is undesirable is because of suggested limited
use due to archeological value. Therefore, the Parks and
Recreation Department requests this new park area not be ac-
cepted.
The Parks -and Recreation Department wishes to extend an invi-
tation to the Planning Commission to visit the Leo Carrillo
Ranch site. Arrangements would gladly be made by the department
for a tour of the existing facilities.1 *
