SUBJECT: RAKCHO CARRILLO TRAFFIC STUDY
Dear Joyce:
Here are four copies of the traffic study conducted by Weston Pringle
for The DAON Corporation on the Rancho Carrillo development which was sent
to me by Susan Ulibarri Card at The Planning Center.
As we discussed on the phone, I have several reservations concerning
the completeness of the report. The following briefly outlines my princi-
pal concerns. I would like you, Pat, and your traffic engineers to review
it and respond to me in writing as to the changes required. I would also
appreciate it if that letter was copied to The Planning Center and DAON.
My concerns are as follows:
1. A lack of discussion concerning the potential (or lack of)
for realigning Palomar Airport Road to the north.
2. An inadequate treatment of the proposed driveway access
points along Mel rose and Palomar (I don't believe they
meet City code as proposed).
3. No mention of impacts on Palomar Airport Road and El Camino
Real.
4. A less than clear discussion of phasing and the independency
of each phase.
As we do not expect volumes to change as a result of any revisions, we
are proceeding with the air quality analysis. Discussion of an alternative
alignment of Palomar Airport Road may also require a revision to the vehicu-
lar noise section of the noise report.
