SubArea One - Planning Areas T, U, V
With development of the first Planning Area, the northerly 1/2 of
the Palomar Airport Road right-of-way must be dedicated. As each
Planning Area develops, it must improve the northerly 1/2 of
Palomar Airport Road as it effects that particular Planning Area.
The full width of the Melrose Avenue right-of-way, north of
Palomar Airport Road, must be dedicated with development of
Planning Area T.
SubArea Two - Planning Areas Al-5, El-4, Fl-3, Gl-2
Maximum Dwelling Units: 1110
Prior to the occupancy of the first 500 dwelling units, the
southerly 1/2 of the Palomar Airport Road right-of-way must be
dedicated. As each Planning Area adjacent to Palomar Airport
Road develops, they must improve the southerly 1/2 of Palomar
Airport Road as it effects that particular Planning Area.
Prior to the occupancy of the 501st unit, the easterly 1/2 of the
Melrose Avenue right-of-way (south of Palomar Airport Road) must
be dedicated and 32' of road improvements constructed to the
Planning Area entrance. This will provide the second access the
City has requested. As each Planning Area adjacent to Melrose
Avenue develops, they must dedicate the right-of-way for the
easterly 1/2 of Melrose and construct 32' of road improvements as
it affects that particular Planning Area.
SubArea Three - Planning Areas B, C, D, Jl-2
Maximum Dwelling Units: 610
Prior to the occupancy of the first unit, the westerly 1/2 of the
Melrose Avenue right-if-way (south of Palomar Airport Road) must
be dedicated and 32' of road improvements constructed to the
Planning Area entrance.
As each Planning Area adjacent to Carrillo Way develops, they
must dedicate the right-of-way and improve 1/2 of the road. As
each Planning Area along Melrose Avenue develops, it must
dedicate the westerly 1/2 of the Melrose Avenue right-of-way and
construct 32' of improvements as it effects that particular
Planning Area.
SubArea Four - Planning Area Hl-2, 11-2, K2
Maximum Dwelling Units: 256
Prior to the occupancy of the first unit, the easterly 1/2 of the
Melrose Avenue right-of-way must be dedicated and 32' of road
improvements constructed to the Planning Area entrance. As
Planning Areas adjacent to Melrose Avenue develop, they must
continue to dedicate the easterly 1/2 of the Melrose Avenue
right-of-way and construct 32' of road improvements.
SubArea Five - Planning Area Nl-2, 0, Pl-2, Ql-4, R, ;
S, Kl, M, L, W
Maximum Dwelling Units: 1022
Prior to the occupancy of the first unit, the westerly 1/2 of the
Melrose Avenue right-of-way must be dedicated and 32" of road
improvements constructed to the Planning Area entrance. A second
access will be required prior to the occupancy of the 501st unit.
As each Planning Areas adjacent to Melrose develops, they must
dedicate the westerly 1/2 of the Melrose Avenue right-of-way and
construct 32' of road improvements as it effects that particular
Planning Area.
Melrose Avenue
The following requirements for Melrose Avenue will supersede
those of the SubArea requirements when applicable.
At the occupancy of the 1,200th dwelling unit, 32' of road
improvements must be constructed for the total length of Melrose
Avenue south of Palomar Airport Road within Rancho Carrillo. At
the occupancy of the 2,000th unit, full width improvements will
be required for the total length of Melrose Avenue.
If Rancho Carrillo is developed from north to south, prior to
occupancy of any units in SubAreas 4 & 5, Melrose Avenue full
width improvements, south of Palomar Airport Road, must be
guaranteed. If developed from south to north, prior to occupancy
of any units in SubAreas 2 & 3, Melrose Avenue full width
improvements, south of Palomar Airport Road must be guaranteed.
General Note
Acknowledging that Rancho Carrillo may not be developed as antici-
pated, the following general requirement governing'development
will supersede those of the SubArea:
A Planning Area may be recorded and developed in increments. The
City Engineer and/or Planning Director may require the dedication
and construction of necessary utilities, streets and other
improvements outside any particular map increment if such is
needed for circulation, parking access or for the welfare or
safety of future occupants of the development. The boundaries of
any final map increment shall therefore be subject to the
approval of the City Engineer.
