I. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolution No. 2223 APPROVING MP-139(B) based on the findings and subject to the conditions contained therein. II. PROJECT DESCRIPTION AND BACKGROUND The applicant is requesting two changes in the approved Rancho Carrillo Master Plan. One; on the Master Plan, Palomar Airport Road follows a northerly alignment to straighten out the existing curve in the roadway (see Exhibit "A"). The applicant wishes to amend the plan to show the roadway aligned much more closely with the alignment as it presently exists. Two; the applicant is requesting some changes to the phasing schedule for roadway improvements within the Master Plan area. No density changes, development standards, or other guidelines of the Master Plan would be affected by this request. III. ANALYSIS Planning Issues 1) Will the proposed alignment change result in a safety problem for the City? 2) Will the proposed phasing changes continue to accomplish the desired public improvement objectives? Discussion In the Rancho Carrillo area, Palomar Airport Road presently contains a curve in excess of (sharper than) the City standard for a prime arterial. The approved Rancho Carrillo Master Plan realigns and straightens the road, eliminating the curve. The applicant is requesting an alignment which would generally follow the existing curved alignment, but would straighten out the curve specifically to a minimum radius of 2200 feet. As such, the curve would be gentler, and meet the curve standard for a prime arterial. The advantage to the applicant for following this alignment is that utility lines and improvements already exist along much of this route and less relocating would be necessary. Staff believes that since the requested alignment will not cause a traffic hazard, and that this alignment will provide a good separation between industrial and residential land uses, the alignment change should be granted. The applicant is also recommending changes in the phasing schedule of the Master Plan. This schedule is in the form of a table, identifying public improvements to be constructed as development of each planning area progresses. The proposed amendment would re-word the roadway improvements section to reflect the Palomar Airport Road realignment, and would allow additional flexibility in order of planning area development. Under the new wording, it would be possible to develop the site from either north to south, south to north, or a combination of both. Staff sees no problem with this flexibility, as long as a roadway link is provided and improved for each planning area as it develops. Each planning area must be able to stand on its own and provide proper access for its occupants. The amendment includes wording to reflect this concept. In addition, the revised wording is more specific regarding when dedication and improvements must be accomplished. The attached Exhibit "X" is the revised pages V-12 to V-18 of the Rancho Carrillo Master Plan. Underlined sentences identify new wording. Planning areas are identified on Exhibit "B" which will also be incorporated into the plan. IV. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project will not have a significant impact on the environment, and therefore, issued a Negative Declaration on November 1, 1983.
