PCD-88-1 RICO - Request for approval of a house
relocation from 2815 Jefferson Street, within
Redevelopment Area to 3171 Jefferson Street outside
of Redevelopment Area but within 300 feet sphere of
influence.
RECOMMENDATION
It is recommended that the Planning Commission ADOPT
Resolution No. 2794 APPROVING.PCD 88-1 RICO based on the
findings and subject to the conditions contained therein.
II. PROJECT DESCRIPTION
The applicant is requesting approval of a structure
relocation from the Carlsbad Village Area Redevelopment zone
to a lot with a substandard single family dwelling. The
substandard dwelling located at 3171 Jefferson Street will be
demolished.
The applicant is proposing to relocate the residence to a lot
with .16 acres an area of 7,000 square feet. The site is
zoned R-3. A single family home is located on the south side
of parcel with exciting apartments to the rear and existing
apartments located on the north adjacent parcel. Surrounding
zoning is R-3 and RMH land-use.
III. ANALYSIS
Plannina Issues
1) Does the project comply with the General Plan of the
City of Carlsbad?
2) Does the project comply with the development standards
of the City of Carlsbad zoning ordinance?
3) Is the project compatible with surrounding land uses?
DISCUSSION
As previously noted, the subject structure is presently
located at 2815 Jefferson Street. Its relocation and removal
will facilitate the enhancement of the lot by allowing an
approved professional office building to be constructed at
this site.
A single family residence at 3171 Jefferson Street is in
conformance with RMH Residential Medium density General Plan
designation on Jefferson Street. As conditioned, this
project will comply with all the development standards of the
R-3 zone. In addition, the proposed house would comply with
all building requirements.
The surrounding land uses are all single family and multi-
family homes of varying size and architectural design. The
structure that is proposed to be relocated fits into the
surrounding usages. The house is in good shape and should
not be any detriment to the neighborhood.
Staff believes that PCD-88-1, as conditioned is in
conformance and is compatible with the surrounding
neighborhood. Therefore, staff is recommending approval of
PCD-88-1.
IV. ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that this
project is exempt from environmental review per Section
19.04.070 of the Carlsbad Municipal Code.

After inspecting said building which is to be relocated, the Building Department
feels that the condition of the building meets all structural criteria, and the
maintenance of the building has been above average.
When minor corrections which are listed on the punch list are made, I feel that
this building will be an asset to the neighborhood, and compatible to the
surrounding area.
Please give this project favorable consideration, as I feel it can only improve
on what already exists at the proposed location.
