SUBJECT: PCD 94-02 - DAVIS RESIDENCE RELOCATION - Request for the relocation
of a 1,600 square foot, single story house onto a vacant lot located near the
terminus of James Drive, north of Basswood Avenue in Local Facilities
Management Zone 1.
RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 3712
APPROVING PCD 94-02, based upon the findings and subject to the conditions contained
therein.
II.PROJECT DESCRIPTION AND BACKGROUND
The applicant, Michael Davis, is requesting approval of a house relocation to a 7,600
square foot lot located near the existing terminus of James Drive, north of Basswood
Avenue. Section 18.24.040 of the Carlsbad Municipal Code requires that any request to
move a structure into the City be approved by Planning Commission prior to the relocation.
Should the Planning Commission approve the house move, a building permit and oversize
haul route would be processed by the Building and Engineering Departments.
The 1,600 square foot, single story house contains three bedrooms and has an exterior of
wood siding and stucco. Some minor refurbishment would be needed to patch the location
of a previous fireplace and add some new wood siding. The relocated house would be
accompanied by a newly constructed, 715 square foot garage and workroom, also covered
by a stucco and wood siding exterior.
The lot for the proposed relocated home is zoned R-l, Single Family Residential. As shown
on Exhibits "A" - "E", dated September 7, 1994, the proposed relocation would meet all
requirements of the R-l zone. Both the house and garage would be placed within the
required building setback and the lot coverage would be 31 percent, well below the 40
percent maximum. The garage would be located 11 feet from the home which meets the
10 foot minimum separation requirement. The building heights for the house and garage
are approximately 17 and 14 feet, respectively, both well beneath the maximum building

height of 30 feet. The relocated house contains a roof pitch of 3:7, steeper than the
minimum 3:20 pitch, and the 38 foot width exceeds the minimum 20 foot width required
by code. The garage would be accessed directly off of James Drive and would contain a
20 foot by 20 foot clear space. No kitchen facilities are proposed for the workroom,
thereby qualifying the structure as an accessory structure.
Considering that the proposed relocated house and newly constructed garage would meet
all requirements of the underlying zone, staff is recommending approval of PCD 94-02.
III. ENVIRONMENTAL REVIEW
The Planning Director has determined that the placement of a single family residence and
garage in an urbanized area is exempt from environmental review per Section 15303 (a)
of the State California Environmental Quality Act Guidelines. A Notice of Exemption will
be processed upon final project determination.
