Quon SUBJECT: PCD 96-01 - CENTEX SALES PAVILION - Request for approval of a one year extension for the sales pavilion at The Ranch subdivision (CT 89-18). I.RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 3930 APPROVING Planning Commission Determination PCD 96-01 pursuant to the findings and subject to the conditions found therein. II. INTRODUCTION Temporary real estate offices are allowed by the Zoning Ordinance Section 21.53.090 for a period of one year from the time that the tentative map becomes a final map. The Planning Commission may, for good cause, extend the operation of the temporary real estate office in increments of one year. III. PROJECT DESCRIPTION AND BACKGROUND The Ranch tentative map (CT 89-18) was approved by the City Council August 7, 1990 and unit one of the subdivision became a "final" map on January 16, 1996. Therefore, the applicant may have a temporary real estate office onsite until January 16, 1997. However, because it is anticipated that the sales program for the subdivision will take longer than one year and the initial investment for an "enhanced" modular structure will be substantial, the applicant has requested an extension to the time now versus later. IV. ANALYSIS The ordinance is silent regarding the design of temporary real estate offices. However, the applicant has proposed a 1488 square foot pavilion with architectural features similar to the detailing which will be included in their homes. Landscaping and irrigation will be provided around the pavilion and the 11 car parking lot. Because of the substantial investment in design and construction of the pavilion and because of the extended period of time anticipated to sell the subdivision, there is just cause in granting the applicant the additional one year. ENVIRONMENTAL REVIEW Construction of the pavilion and the adjacent parking lot is exempt from the California Environmental Quality Act per Sections 15300.1 and 15301.
