HomeMy WebLinkAboutPCD/GPC 90-13; Vista/Carlsbad Sewer Interceptor; Planning Comm Determ/Gen Plan Consis (PCD/GPC)STAFF REPORT DATE: MAY 15, 1991 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: PCD/GPC 90-13 - VISTA/CARLSBAD SEWER INTERCEPTOR - Request for a General Plan Consistency Determination to allow the construction of a 36" to 48" sewer interceptor within the City right-of-way along Jefferson Street, Oak Avenue, and within the AT&SF railroad right-of-way from Oak Avenue to a point south of Olive Avenue and a 12" sewer main within the right-of- way of Chestnut Avenue from Harding Street to the AT&SF railroad right-of- way. I.RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 3232 APPROVING the Negative Declaration issued by the Planning Director, and ADOPT Planning Commission Resolution No. 3233 APPROVING PCD/GPC 90-13 making the determination that the construction of a new Vista/Carlsbad Sewer Interceptor is consistent with the General Plan based upon the findings and subject to the conditions contained therein. II.PROJECT DESCRIPTION AND BACKGROUND The proposed public works project consists of the replacement and expansion of the Vista/Carlsbad Sewer Interceptor, which is the major trunk system serving the northern half of the City. The interceptor extends from the Buena Vista Lagoon, through the downtown area and Agua Hedionda Lagoon to the Encina Water Pollution Control Facility Treatment Plant. The project includes the construction of a 36" to 48" replacement interceptor parallel to the existing interceptor within the rights-of-way of Jefferson Street from 1-5 to Oak Avenue, Oak Avenue to the railroad right-of-way, and south along the railroad right-of-way to a point 1,400 feet south of Tamarack Avenue and a 12" sewer main along Chestnut Avenue from Harding Street to the railroad right-of-way. Section 65401 of the California Government Code requires that a General Plan Consistency Determination be made for major public works projects. This consistency determination is applicable to the entire project generally identified on the Location Map as areas A through G. In addition, the portion (areas B, C, D and E) which will be constructed in the Redevelopment area will require Design Review Board and Housing and Redevelopment Commission approval of Redevelopment and Coastal Development Permits. PCD/GPC 90-13 - CITY MAY 15, 1991 PAGE 2 The interceptor expansion is required due to existing and projected capacity deficits identified in the Zone 1 Local Facilities Management Plan and the City's Master Sewerage Plan. The expanded interceptor satisfies through buildout the Zone 1 Growth Management Performance Standard for sewer collection systems requiring trunk line capacity to meet demand. The existing interceptor will be abandoned and each new segment will be constructed when the lines can no longer meet current or future demand. Construction will consist of trench grading to bury the new interceptor parallel to existing lines within the City and railroad rights-of-way. III. ANALYSIS Planning Issues 1. Are the proposed public improvements consistent with the Land Use and Public Facilities Elements of the General Plan? 2. Will the project have a significant impact on the environment? DISCUSSION General Plan Consistency One overriding goal of the Public Facilities Element of the General Plan is to ensure that adequate public facilities are available for the existing and future population of the City. This project achieves this objective by providing existing and future residents in Zone 1 with an adequate sewer collection system through buildout of the City. The Land Use Element of the General Plan states that: 1) development of the land should only be permitted after there is the adequate provision for services such as transportation, water, sewerage, utilities, and public facilities; and 2) development should be consistent with programs which would correlate rate of growth and service capabilities of the City. This project which provides an adequate sewer collection system to meet the existing and future demand of the area as required by the Growth Management Ordinance is consistent with these policies. In summary, the proposed Vista/Carlsbad Sewer Interceptor project is consistent with the above General Plan goals and policies and staff recommends that the Planning Commission make the required General Plan Consistency Determination. ENVIRONMENTAL REVIEW The Planning Director has determined that the project will have no significant environmental impacts and has issued a Negative Declaration on December 28,1990. This Planning Director's decision was based on the Initial Study and a field visit conducted by staff. The project will replace an existing sewer interceptor and will be located underneath existing streets, and therefore will create no significant environmental impacts. The Negative Declaration was sent to the State Clearinghouse for agency review and no comments were received. ATTACHMENTS 1. Planning Commission Resolution No. 3232 2.
