everything possible to insure that a sea wall
be built along Carlsbad Boulivard between the
mouth of the Agua Hedionda Lagoon and the warm
water Jetties on the ocean side. It is essential
to the maintenance of the new road and planting
and also to prevent the sand from the beach to
blow across to the Lagoon.

I've talked to the project planner and its my understanding that the project
is still not ready for the environmental review to be completed and
submitted to the Clearinghouse for public review. You probably need to
check with Pat regarding what is needed by Planning to process both the Neg
Dec and the PCD/GPC and which was outlined in a memo to Pat from Eric
Munoz.
Once we have those items we will expedite the processing.

Friday, January 4, 1991
Elmwood House
.Present: Raul Guerrero, John Cahill, Jim Wilstermann, Conni'e-Be'ardsley, Sarah Marquez,
Roy Blackford, Eric Munoz, Ophie Escobido, Mario Monroy, Patra Straub
Raul Guerrero described his design and mentioned that he had to include the following elements
in the design which was a problem because of lack of space.
1 . Handicapped ramp at least 1 foot high to see over the wall
2. Plantings to soften contour of wall
3. Lifeguard Station
4. Drinking fountain
5. Trash receptacle
6. Seating
Mr. Guerrero described an alternative to his original plan for the ramp which would bring it
adjacent to the wall. The question then arose as to whether a 30" railing would be high enough.
Pat Entezari and John Cahill will check with the engineers and contact Mr. Guerrero next week.
Mr. Guerrero also described the water fountain as free standing with a tile wall facing the street.
The committee was asked if they needed to meet again or if they felt the project could go
forward. The committee agreed for Mr. Guerrero to proceed. However, Roy Blackford again
expressed reservations about the integration of the piece.
John Cahill informed the committee of the project schedule. The design will go to the Planning
Commission in early February. The State will then have it for 35 days to review. A Coastal
Commission hearing will be scheduled for April. If the State provides funding in July,
construction could start in September. Otherwise, it will be another year before funding is
secured.
The next meeting will be scheduled when Mr. Guerrero has a sand casting of the design on the
wall for the committee to see. That meeting will be later this spring.

CARLSBAD BOULEVARD SHORE PROTECTION WALL - EIA 90-6
Attached are copies of the plans for the art treatment of the shore protection wall.
The shore protection wall will be a 3'-6" concrete wall above the sidewalk and 3' wide on top.
There will be five (5) pedestrian wall openings as follows:
Two (2) pedestrian ramps:
1) No art treatment
2) No benches
3) Ramps will be covered with sand at normal weather conditions and will be exposed only
at severe storms
Three (3) lifeguard tower ramps will include the following amenities:
1) Three (3) concrete benches
2) One (1) concrete trash can
3) One (1) triple trunk palm tree
4) One (1) optical water fountain
This area will be raised one (1) foot and ramped to allow for a handicap viewing area.
There will be no tables or flagpoles. The wall in the lifeguard tower area will be treated with one
(1) layer of clear tile.
The Main Shore Protection Wall
The 2,700 linear foot of shore protection wall facing the street will have a continuous pattern as
shown on the attached exhibits.
I hope this information will expedite the issuance of a Negative Declaration. As you are aware,
we need environmental clearances to apply for a Coastal Permit. Please inform me of the date
of Planning Commission's hearing for this project.

This is a follow up to our meeting of December 19, 1990. Prior to taking the project to
the Planning Commission for a Planning Commission Determination for General Plan
Consistency, we will need to have the following exhibits:
1) Site Plan: A colored or marked up site plan showing the extent/locations
of the seawall's art/amenities.
2) Elevations: showing the art design proposed for the street side of the wall.
Prior to completing the environmental review and starting the staff report. I will need a
written description of the project's amenities which will essentially be a commitment to
provide those amenities. In this way the project can proceed to be processed prior to
actually reviewing the exhibits described above. Your written description should address
the following items:
tables, platforms, benches and seats (quantities, sizes, types and locations)
water fountains (quantities and locations)
proposed landscaping (quantities, types, locations)
handicap accessibility to amenities
are table top chess boards still proposed?
the use of flags is not advised
description and extent of the proposed art design
any other art elements or amenities associated with the project.
This written description will allow the extent of the project to be adequately assessed for
environmental review and project processing purposes. This is necessary since the
Planning Department is accountable for the visual impacts along Carlsbad Boulevard ~
a designated scenic highway. Your written description will act as a commitment to
provide the art design/amenities and must be correspondingly reflected in the exhibits to

Carlsbad Bouulevard Shore Protection Project

Wednesday, December 19, 1990
Present: Raul Guerrero, Roy Blackford, Patra Straub, Mario Monroy, Pat Entezari, John
Cahill, Connie Beardsley
Absent: Sarah Marquez, Ophie Escobido
Discussion:
Raul Guerrero reviewed his concepts with the committee. The relief on the wall will be
approximately a 3 foot base relief with a motif similar to those of ancient South American Indians
with fish images included. The concrete will be beige. The design will be on the straight part
of the wall only, not on the three access areas. Molds will be made and the cost of the molds
will be covered in the Municipal Projects budget. They will probably be made of flexible rubber.
The concrete will be poured in 20 foot sections, so three molds will be required.
Discussion ensued on the three access areas. Mr. Guerrero plans to put a band of colored tile
on the wall in each area. Hand painted mexican tile and bright Venetian glass tile were
discussed. The committee preferred the bright color of the glass tile. There will be handicapped
platforms in each area. They will be free standing in a spiral, similar to a shell motif. A solid
concrete wall and railings were discussed. It was felt that the solid wall would be too confining.
Mr. Guerrero will work on the railing. Mario Monroy suggested a chain between posts. Pat
Entezari said that anodized aluminum was the preferred material.
Ideas for drinking fountains, benches, landscaping and markers at the other two stairs were also
presented. Raul Guerrero discussed bronze castings of cobble stones found on the beach to
be inset on the top of the wall on both sides to the entrances to the beach. The water fountain
would also be made of bronze in a spiral shape.
The committee agreed that some benches should have backs. There should be trash
receptacles near the benches. Also, John Cahill mentioned that the handicapped symbol should
be inlaid in tile at the entrance to the ramp.
The committee discussed the location of the lifeguard ramp and which side of the access area
it should be located. Pat Entezari will check with State Parks and contact Mr. Guerrero.
It was decided that the bronze castings of the rocks, the tile, the handicapped symbol and tile
inlays will be included in Mr. Guerrero's budget. The ramp, benches, drinking fountain, and
texture in the wall will be included in the Municipal Projects budget.
Roy Blackford commented that the proposal was much stronger and he liked the direction it was
going. He was concerned that the elements were somewhat disjointed and perhaps could be
combined. Mr. Guerrero stated he was still developing the concept and would be further along
at the next meeting.
The next committee meeting has been scheduled for Friday, January 4,1991, at 1:30 pm in the
Elmwood House.

ENVIRONMENTAL IMPACT ASSESSMENT: CARLSBAD BOULEVARD SHORE
PROTECTION PROJECT

Attached is our completed Environmental Impact Assessment for the
proposed Carlsbad Boulevard Shore Protection project. Pat Entezari
has been assigned as the Project Manager for this CIP project which
is funded in great measure by the California Department of Boating
and Waterways.
Louis Lee of Woodward/Clyde Consultants is the design engineer.
Preliminary engineering will be completed within the next few
weeks. It is our desire to secure environmental review and make
the Coastal Commission application at the earliest possible time.
We have already forwarded the 404 Corps of Engineers application.
Both State Parks and SDG&E are in support of the project.
Please let me know if there is any additional information required
or any other assistance we can provide to the Project Planner.
