STAFF REPORT DATE: SEPTEMBER 4, 1991 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: PCD/GPC 91-3 -EL CAMINO REAL AND TAMARACK AVENUE TRAFFIC INTERSECTION AND SIGNAL MODIFICATION - General Plan Determination for intersection improvements and traffic signal modification at the El Camino Real and Tamarack Avenue intersection, in Local Facilities Management Zone 1. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 3289 APPROVING PCD/GPC 91-3, which makes the determination that the intersection improvements and traffic signal modification are consistent with the General Plan. II.PROJECT DESCRIPTION AND BACKGROUND This City project is being presented to the Planning Commission because Section 65401 of the California Government Code requires that a General Plan Consistency Determination be made for public works projects. The project is located at the intersection of El Camino Real and Tamarack Avenue. The proposed project entails the removal of an existing free right turn lane which is utilized by traffic traveling westbound on Tamarack Avenue to turn north onto El Camino Real. The project also involves the reconstruction of a curb and gutter, and the upgrade of the existing traffic signal system to include protected left-turning phasing. These intersection improvements will accommodate all future frontage improvements along El Camino Real and Tamarack Avenue, through the buildout of the City. III.ANALYSIS Planning Issues 1. Is the project consistent with the goals and policies of the City's General Plan? 2. Will the project have a significant impact on the environment? PCD/GPC 91-3 EL GAMING REAL AND TAMARACK AVENUE TRAFFIC INTERSECTION AND SIGNAL MODIFICATION SEPTEMBER 4, 1991 PAGE 2 DISCUSSION The Public Facilities and Circulation Elements of the General Plan have established goals to ensure that: (1) adequate public services and facilities are available to service the needs of the population, and; (2) a comprehensive circulation system is available to serve the present and future mobility needs of the City. One of the primary functions of the City's circulation system is to move vehicles and pedestrian traffic in a safe and efficient manner. Policies C.3.1, and C.3.2 of the Circulation Element state that, "Operational efficiencies of streets should be improved by using modern design standards and the latest available technology", and "Adequate traffic safety measures should be provided at all intersections". This project achieves these goals and objectives by providing intersection improvements that will make the El Camino Real/Tamarack Avenue intersection more efficient and safer for vehicles and pedestrians. IV. ENVIRONMENTAL REVIEW The Planning Director has determined that the project is exempt from environmental review per the State CEQA Guidelines, Article 19, Categorical Exemptions; "Existing Facilities", No. 15301, Class 1- Operation, repair, maintenance, or minor alteration of existing public facilities; (C)- to include highways and streets, sidewalks, gutters and similar facilities. The proposed improvements would take place in the paved portion of the public right-of-way, therefore the project would not have any significant environmental impacts. The intersection improvements would enhance the traffic efficiency and safety of the El Camino Real/Tamarack Avenue intersection. ATTACHMENTS 1. Planning Commission Resolution No. 3289 2.
